- Description
- Redacted Sole Source Justification This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), NCEH/DLS hereby announces its intent to award a sole source firm fixed price purchase order to Solomon Park Research Laboratories, Inc., for the procurement of single donor units of commutable frozen bulk serum units needed for the lipids standardization project. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1)(i). Solomon Park Research Laboratories, Inc. is the only vendor that meets all of the requirements. Only Solomon Park Research Laboratories is certified to provide the serum materials meeting the CLSI C37A requirements for the collection and storage of commutable, high quality serum necessary for the highly selective sample analysis of lipids in human serum, and for use in trueness control and calibration studies which are ongoing in the Lipids Standardization Program. Serum used in the Lipid Standardization Program must be collected off-the-clot on ice to minimize enzymatic degradation or alteration of serum units in order to replicate serum collection in tubes used in patient care, without the addition of anticoagulants, additives or stabilizers as required by CLSI C37A. The preparation of these samples to these specific requirements can only be met by Solomon Park Research Laboratories for this program. No other vendors were able to provide us with the specific samples with guaranteed requirements. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Interested parties who feel they possess the expertise, experience and ability should submit a capabilities statement to Tonya S. Justice, Contract Specialist, via email at TJustice@cdc.gov. This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within ten (10) days of this posting, in accordance with FAR 5.203 (A)(1). If no affirmative responses are received within ten (10) days, negotiations will be conducted with Solomon Park Research Laboratories, Inc. as the only source and a contract will be issued. A determination by the Government not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government and Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FAR REFERENCE: FAR 5.207- Preparation and transmittal of synopses under (c)(15), (c)(16) (i), and (c)(16)(ii).
