- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Materials Measurement Science Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 6.302-1(a)(2), with Wyatt Technology Corporation, Goleta, CA, for the purchase of an Asymmetric Flow Field Flow Fractionation (A4F) System and Upgrade to NIST's Existing Wyatt Eclipse 3+ A4F System. Sole Source determination is based on the following: The Materials Measurement Science Division (MMSD) provides the measurement science, measurement standards, and measurement technology required to enable world-leading characterization of materials in support of the nation's needs for the determination of the composition, structure, and properties of materials. NIST's existing analytical nanometrology (Nanolytics) facility relies heavily on asymmetric flow field flow fractionation (A4F) interfaced to optical detection devices and to an inductively coupled plasma mass spectrometer (ICPMS). This hyphenated instrumentation provides high resolution separations of complex nanomaterials in aqueous-based media with simultaneous on-line analysis of size, concentration, mass and elemental composition. NIST's existing A4F system is built on Wyatt Technology Corporation technology and uses proprietary software. In order to meet its mission requirements, the MMSD must upgrade the Nanolytics facility in order to expand the current measurement capabilities (beyond flat channel A4F technology to include integrated hollow fiber A4F and size exclusion chromatography) and to substantially improve productivity in the face of increased workflow demand for use of this technology. Methods and hardware will be easily transferred between instruments and the overall upgrade to state-of-art capabilities will expand NIST's range of measurements. The use of Wyatt Technology proprietary equipment and software will be compatible with the recently purchased A4F system in the NIST CNST user facility. The Nanomanufacturing project will develop and validate separation and characterization methods based on A4F and will be using the user facility to transfer that technology as developed. Therefore, the new A4F System must be fully compatible with NIST's existing Wyatt A4F system, including both hardware and software components, and upgrade to the latest vendor proprietary software platforms. Due to the proprietary nature of this system, Wyatt Technology is the only vendor capable of providing the required A4F system and Upgrade to NIST's existing Wyatt Eclipse 3+ A4F system in order to satisfy the Government's minimum requirements. Wyatt Technology is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 11, 2014, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
