Description
The U.S. Army Medical Research Acquisition Activity, 820 Chandler St, Fort Detrick, Maryland, 21702, intends to award a sole source contract to SigNet Technologies for an upgrade to the existing physical security system at the Armed Forces Medical Examiner System (AFMES). The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under the authority of Services Acquisition Reform Act of 2003 (41 U.S.C. 428a) and the FAR 6.302-1(b)(1)(i), required security system upgrade is a unique supply available from only one source. Only SigNet Technologies (SigNet) is capable of providing the required supplies for the existing Lenel electronic security system. The Lenel system software is proprietary to SigNet and is currently installed and active at the AFMES. SigNet does not have any authorized resellers, therefore, SigNet is the only contractor that can install additional equipment to the existing system. RFQ W81XWH-14-T-0378 will be issued on a sole source basis. The North American Industry Classification System (NAICS) for this requirement is 334290 and the size standard is 750 employees. All sources that believe they are eligible to provide this security upgrade must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence which articulates the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects ten (10) days after the publication of this notice, the purchase will be awarded without further remark. Interested concerns must identify their capability to the above email address no later than 2:00 PM Eastern Time, 7 August 2014
