Description
The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory (MML), intends to negotiate on a sole source basis with Olympus America, Inc. of Center Valley, PA, for automated materials screening and micro-dissection platform components that are fully compatible with NIST's existing Olympus systems and opto-mechanical components. THIS ACQUISITION IS SUBJECT TO THE AVAILABILITY OF FISCAL YEAR 2014 FUNDS. The MML's Microscopy and Microanalysis Research Group (MMRG) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale features or monolayer/multilayer films. To meet mission requirements, the MMRG requires an automated materials screening and micro-dissection platform to perform microscopic detection and isolation of materials of interest with user supplied optics and ancillary components to yield optimal imaging characteristics with respect to optical aberrations (objectives and inter-scope optics), spectral coverage (light sources), and color correction. Pursuant to this application, the screening and micro-dissection platform components must be fully compatible with Olympus objectives, specifically, the Olympus PLAPOM60XOTIRFM and APO100XOTIRFM light sources (IX2-RFA), filter cubes (U-MF2 and U-MBF3), and other ancillary components to form a screening and micro-dissection system. Pin-to-pin compatibility with optical design and other opto-mechanical elements are essential to keep the system matched/tuned and to maintain the required level of detection efficiency. Sole source determination is based on the following: The above referenced components are commercial items that are manufactured by Olympus Biological Microscopes. Olympus Biological Microscopes has proprietary rights to the existing equipment and is the sole manufacturer of that equipment and these required components. Only these components will guarantee full compatibility with the existing equipment and will meet the required performance specifications for the Olympus systems when modified by these components. Deviation from these specific components will result in a reduced level of collection efficiency, frequency agility and/or a total failure of the screening and micro-dissection platform. Olympus Biological Microscopes authorizes dealers by region. Olympus America, Inc. is the sole authorized dealer for the required components for the region where NIST is located. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 11, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
