- This announcement serves as notice to all potential offerors the 48 th Fighter Wing Contracting Squadron (48CONS), Building 977, Boston Drive, Brandon, Suffolk, IP27 9PN, United Kingdom anticipates the release of a formal Request for Quotation (RFQ) under solicitation number FA5587-14-T-0016 for a full-time Ecumenical Youth Team Program, with a period of performance 30 September 2014 thru 29 September 2015; with four option years. Work consists of, but is not limited to, providing all personnel, management, tools, supplies, labor and supervision necessary to Ecuminical Youth services IAW the Performance Work Statement (PWS). The North American Industry Classification System (NAICS) code for this project is 813110- Religious Organizations. The Contracting Officer anticipates awarding a firm-fixed price type contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:(1) PRICE, (2) TECHNICAL. The Government reserves the right to award a contract to other than the lowest proposed price. The issuance date for this solicitation is projected to be on/about 1 August 2014. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2013) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012).
