Description
NASA/GSFC has a requirement to award a follow-on contract with the National Center for Atmospheric Research/University Corporation for Atmospheric Research (NCAR/UCAR) to continue development and maintenance of algorithms supporting the Measurements Of Pollution In The Troposphere (MOPITT) instrument for a period of two years, with two one-year options to extend the services commencing 12/18/2014. NASA/GSFC intends to purchase the services from NCAR/UCAR in accordance with the Memorandum of Understanding established between the Canadian Space Agency and NASA that identifies NCAR/UCAR as the team leader for the development and maintenance of algorithms for the NASA Terra Spacecraft instrument MOPITT. The NCAR/UCAR science team has developed the computer code and programs and maintained the algorithms for the MOPITT since launch of the instrument in 12/1999. Only NCAR/UCAR has accumulated substantial experience and expertise in the measurements of pollution in the troposphere and has developed the L1, L2 and L3 algorithms for recovering information from the MOPITT instrument. During the 14+ years of existence of the Terra mission, NCAR/UCAR science team has accumulated unique experience in algorithm development and maintenance for calibrating the raw measurements to radiances, retrieval of the profiles of carbon monoxide from these radiances, and providing gridded products that it positions them as a unique science team for the continuation of the MOPITT measurements of pollution activities. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 8, 2-14. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
