- Title: Extension of Subscription, License and Maintenance Agreement for the CCR/NCI Research Exchange, including support of CREx express service requests and expansion of access to platform for other NCI intramural divisions and NIH intramural institutes and centers Notice Number: N02RC42592-62 Proposed Posted Date: July 25, 2014 Proposed Response Date: August 8, 2014 Classification Code: 7030 NAICS Code: 541511 Small Business Size Standard: $25 Million Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room1E144,Bethesda, MD 20892 USA Description: The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis with Assay Depot located at 433 Glencrest Drive Solana Beach, CA 92075 for the Extension of Subscription, License and Maintenance Agreement for the CCR/NCI Research Exchange, including support of CREx express service requests and expansion of access to platform for other NCI intramural divisions and NIH intramural institutes and centers. The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541511 and the business size standard in $25 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Period of Performance: One year from the time of award. The Center for Cancer Research, NCI contracted with Assay Depot to create, configure, host and launch a private, web-based Vendor Relationship Management system, called the CCR Research Exchange (CREx) during the previous twelve-month evaluation period. The system contains a branded Storefront web portal (https://nci.assaydepot.com) and a branded Backoffice web portal (https://nci-backoffice.assaydepot.com/), which together form the private CCR Research Exchange and is accessible using NIH active directory credentials. ALL existing information related to core lab services has been transferred into the new CCR research exchange and has been updated by Core Managers. The contractor shall host and maintain a CCR-branded Storefront web portal and an CCR-branded Backoffice web portal that together will form the CCR private Research Exchange (CREx). Both web portals will be available to NCI-authorized users via the Internet at nci.assaydepot.com and nci-backoffice.assaydepot.com, respectively, using their NIH Active Directory login credentials. The contractor shall continue to provide training for CCR administrators to allow successful adoption of the system by the CCR community. In addition, the contractor shall provide the following: •Enterprise-wide software license to access the private Research Exchange. •Configure the private Research Exchange includes the following: 1.Branding of it to the "CCR Research Exchange" 2.Inclusion of the Assay Depot copyrighted service and product taxonomy 3.Maintenance of the searchable database of NCI core labs and External Research Vendors/CROs 1.NCI core lab database (~75 core labs) 2.The vendor database (~10,000 vendors) 3.Vendor copyrighted RFQ forms and service taxonomy 4.Catalog and update of NCI Core Lab Services 5.Develop a system for Creating NCI Internal Core Lab Services and Product Listings 6.Catalog of External Vendor Services and Products 7.Update of custom filters for internal cores/vendor information, and other annotations 8.System for Managing Requests and Orders for Internal/External Services 9.Ensure inclusion of an NCI Core Lab Administrator and/or Manager Approval and Routing System 10.Maintenance of a Secure Core Lab and Vendor Communication Channel 11.Ensure inclusion of Service Ratings and Review System 12.Ensure inclusion of tools for Report Generation 13.Ensure that past transactions/customers (can be optionally uploaded) 14.Web Portal Hosting •Provide CREx Express Services to coordinate requests from NCI investigators searching for specific research services through internal labs and external vendors in the database. 1.Provide trained FTE resources to manage requests from NCI investigators searching to effectively source research services. 2.Conduct service and vendor searches to identify appropriate sources. 3.Coordinate discussion and communication exchange between investigators and vendors. 4.Provide NCI investigator with multiple quotes for the specific request. 5.Generate quotation and capability report for requests to enable easy, informed source selection. •Expansion of access to the platform to include the following: 1.Include other NCI intramural divisions 2.Include other NIH intramural institutes and centers. 3.Development of profile and service pages for Core Laboratories associated with the other divisions, institutes and centers. 4.Creation of Core Lab Services and Product Listings, and their addition to the existing searchable database in the platform. 5.Update of custom filters for internal core labs to reflect affiliation with the specific division/institute/center. 6.Enable access to the platform for investigators from the new divisions/centers/institutes through specific training of administrators within them or through the CREx express services. The purpose of this acquisition is to receive maintenance services including: providing support and training for internal users of the system, coordination between investigators and vendors, and the expansion of platform access to other NIH intramural institutes and centers. Due to proprietary information, Assay Depot is the only known contractor to NCI. Assay Depot Enterprise brings together services from all research providers onto one web-based platform and making it easy for scientists to communicate with each other, with outside experts, and has the tools needed to efficiently manage a diverse network of internal and external partners from the perspective of a large research organization. The web-based platform simultaneously serves as a request management system, a core lab/vendor management system, a service management system and an e-commerce system (optional). Users can compare services; ask questions, request quotes, track orders, rate vendors and much more, all from one highly secure web portal. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a proposal. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The proposal must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on August 8, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
