All quotes and revisions shall be submitted to Kristen Turner via email at Kristen.turner@ars.usda.gov. Quotes and all revisions are due no later than August 5, 2014, 2:00 PM Central Standard Time. Offerors shall ensure the RFQ number is visible in the subject line of the email. Faxed quotes shall not be accepted. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 333111 (Farm Machinery and Equipment Manufacturing). The government anticipates a Firm Fixed price contract for a forage plot harvester. The following minimum specifications must be met to be considered for award: 1) Equipment for harvesting sorghum, miscanthus and switch grass. 2) Shall be a minimum 76 horsepower self-propelled forage plot harvester with a turbo charged diesel engine. Unit shall be equipped with a front mounted, hydraulically driven row-independent chopper and a rear mounted weighing system. 3) Self-propelled unit shall have a stepless hydrostatic drive system with a shuttle joystick for controlling forward, reverse, and speed control. Unit shall also be equipped with a stop and go foot pedal to disengage and engage drive system to ensure same operating speed can be maintained throughout the course of harvesting plots. 4) Harvester shall be enabled with all-wheel drive capabilities controlled from the driver's seat with selectable differential lock for front and rear wheel hubs. 5) The unit shall have the ability to lift and lower the row-independent chopper head and to discharge the weigh hopper contents from the driver's seat through the use of a multifunctional lever. 6) The row-independent chopper shall have a maximum working width of 50 inches and the ability to chop harvested material to a particle size of 3 inches or less. The row-independent chopper shall also have a maximum length of 110 inches, maximum overall width of 72 inches, and a maximum weight of 2500 pounds. 7) The rear mounted weighing system shall be equipped with at least 3 load cells, have a minimum volumetric capacity of 1200 liters, and the ability for discharging the harvested contents from the rear of the machine. From the driver's seat, operator shall be able to collect and store harvest data and discharge material from weigh hopper. 8) The collected harvest data shall be stored to a Windows compatible personal computer tablet which is dust and weather proof. Associated software for uploading and downloading information between mobile tablet and personal desktop computer must also be Windows compatible. The PC tablet, software, a tablet docking station, and all associated cables for communications between harvest system, PC tablet, and PC desktop computer shall be included. 9) The base self-propelled unit (without chopper head) shall have a maximum length of 175 inches, maximum width of 72 inches, and a maximum weight of 5000 pounds. 10) Self-propelled forage plot harvester shall also have the capabilities of removing the row-independent chopper head and mounting an optional 60 inch, front mounted sicklebar cutting table for harvesting short-statured forage crops. 11) The self-propelled forage plot harvester with row-independent chopper shall be a unit that already exists in the current market for harvesting bioenergy crops and silage corn. Unit shall have three or more references supporting this unit can perform as stated for harvesting crops such as switchgrass, miscanthus, sorghum, and/or silage corn. 12) Shall have On-site delivery with required first time setup, training, and test runs for the self-propelled unit and row-independent chopper, the weigh system, PC tablet, and all associated software. 13) Shall have a one year warranty on parts and labor for all machine systems. The Contractor shall provide all items F.O.B. destination. Location of the Government site is aboard USDA, ARS, Pasture Systems & Watershed Management Research Unit, 1883 W. Pine Grove Road, Gate F, Furnace, PA 16865 and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping) and must also have satisfactory Past Performance. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination.
