- The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS)has a requirement for vessel support and vessel coordination services. BACKGROUND: The vessel support and vessel coordination services will be accomplished through one or more indefinite delivery indefinite quantity (IDIQ) contracts. Specific work requirements will be detailed via task orders. The Contractor shall provide services, personnel, material, supplies, supervision, labor, expertise, and equipment, except that specified as Government-furnished, required to operate, oversee, and assist with NOS vessels at various locations around the United States and surrounding territories, and international Marine Protected Areas (MPA) A listing of potential tasking is as follows: Vessel Support Services: a. Operate NOAA research vessels, as required and approved by the COR, in compliance with USCG and NOAA policies and regulations. b. Ensure ONMS Small Boats are maintained in accordance with the NOAA Small Boat Program requirements. c. Document vessel-related activities, including information pertaining to safety, training, over-the-side operations, and the safe navigation of the vessel, in the ship's log. d. The Contractor shall provide the necessary vessel corrective and preventative maintenance, and materials, to support the safe operation of ONMS research vessels. e. Vessel operation, maintenance, and repair purchases shall be pre-approved by the COR prior to purchase and billing on the contract. Purchases include repair parts, provisions, consumables, and fuel necessary for safe operation of NOAA research vessels. f. Provide engineering support and assistance to ONMS Vessel Operations Coordinators and vessel crews in the fulfillment of these objectives. g. Maintain a MTU-Detroit Diesel Certified Warranty Technician on its staff. h. Coordinate and support emergent repairs to ONMS small boats. i. Assist in developing and managing maintenance engineering programs for ONMS vessels. j. Document monthly maintenance engineering progress reports for assigned ONMS vessels. k. Coordinate engineering work requiring expert assistance from engineering contractors, naval architects, electricians, and marine surveyors. Review submissions and provide detailed engineering work specifications and procedures as necessary for outside contract assistance. l. Develop schedules and specifications for vessel haulout repair packages. m. Maintain a status list of all engineering change requests with dates, deadlines, and status. n. Maintain a status list of casualty reports (CASREPs) with accurate dates, costs, and updates. o. Ensure vessel drawings are updated and consistent with final configuration. p. Support the ONMS vessel Configuration Management (CM) program. q Assist in maintaining documentation of Small Boat Program vessel deficiencies. r. Work closely with ONMS sites to maintain a monthly record of funds and hours expended on ONMS small boats. s. Prepare, edit, and publish technical papers and briefings using MS Word, Excel and PowerPoint. t. Coordinate, attend, and support meetings and conferences as assigned. u. Prepare meeting minutes as required in support of technical and administrative meetings. Vessel Coordination Services: a. Create and maintain the small boat schedule including scientific projects, inspections, maintenance, repairs, and training. b. Maintain and execute small boat operation budgets. c. Tracking, recording and reporting the small boat operations, personnel, and maintenance. d. Purchase acquisitions within NOAA procedures and approval. e. Track, record and report fuel use and purchases. f. Maintain and/or update small boat inventory lists. g. Provide leadership and management for all small boat operators and crew members. h. Provide oversight to ensure that all small boat personnel are trained and maintain currency in compliance with ONMS policies. i. Approve, and maintain files records of Small Boat Qualification Letters for each vessel. j. Designate an OIC for each underway operation. k. Provide oversight to ensure the safe operation, inspection compliance, life cycle maintenance, and material condition of small boats. l. Receive notification and coordinate all CASREPs. m. Create and maintain vessel operations manuals. n. Monitor changes in cruise plans and notify ONMS personnel. o. Monitor, track, and maintain records of trip reports. p. Maintain and monitor active float plans. q. Oversight of environmental-compliance requirements. r. Oversight of scheduling, assisting with, and reporting small boat inspections. s. Responsible for coordinating small boat alteration requests. t. Ensure that accidents, incidents and near misses on board the small boats are reported and investigated as per ONMS policies. u. Coordination of small boats risk assessments. The Period of performance is from the date of award through 5/31/2015 with four (4) one-year option periods. The place of performance will be established with each task order. The North American Industry Classification Code (NAICS) is 541990 with a size standard of $14M. A Request for Proposal (RFP) solicitation may be available on or about July 30, 2014 at http://www.fedbizopps.gov/. The ESTIMATED response due date is August 20, 2014; however, the actual date offers are due will be stated within the solicitation documents. Paper copies of this solicitation will not be issued. The proposed IDIQ contract is Set aside 100% for small business. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential bidder is responsible for checking the FedBizOpps website to gain all current information related to the solicitation.
