- The Unites States Patent and Trademark Office (USPTO) has a requirement to establish a satellite office in the "Silicon Valley" of California and intends to negotiate on a sole source basis, with the City of San Jose, California, for the lease of approximately 36,000 sq. ft., located in the San Jose City Hall. The USPTO's mission is supported from our headquarters in Alexandria, Virginia, and from satellite offices in Detroit, Dallas, Denver, and San Jose, California. The Detroit office opened in 2012, and the other offices are scheduled to all be fully operational in 2014/2015. With offices in every time zone, the USPTO has a geographic distribution designed to foster the contributions that intellectual property make to a growing economy. The satellite offices focus on the USPTO's core mission of granting intellectual property rights to applicants and doing outreach and education to the innovation community. Other functions, including finance and accounting will be based out of the USPTO Alexandria campus. The location within Silicon Valley has been selected, and in accordance with Executive Order 12072, it will be in San Jose. The office is scheduled to be operational in the July 2015 timeframe. The permanent location of the USPTO Silicon Valley Office in San Jose will help the USPTO move toward establishing a more robust and permanent west coast presence. That in turn will assist the Office to better serve entrepreneurs by helping disseminate educational programming on how to protect Intellectual Property (IP), so that start-ups and businesses can attract capital, put their business plans into action, and help create more jobs. Opening of the permanent office in San Jose will improve USPTO engagement with innovators in the western United States, and potentially provide the agency with tremendous recruiting opportunities, all of which are vital to reducing backlogs, meeting the unique needs of area start-ups and getting new technologies to market faster. Further the USPTO will use this location in the Silicon Valley to establish regionally tailored educational services about the IP system, train examiners on the unique industries that make up the Valley, and allow the public to access USPTO's comprehensive search databases. The USPTO has negoitated a lease to San Jose City Hall NAICS 531120 Lessors of Nonresidential Buildings. The anticipated lease term is one base period of five years, with multiple option years to extend. As a result of USPTO's exemption from the Competition in Contracting Act, the above requirement is being procured using the Alternative Competition Method in accordance with Patent and Trademarks Acquisition Guidelines (PTAG) Part 6 and the Patent and Trademark Office Efficiency Act 35 U.S.C.2(b)(4)(A). This notice of intent is not a request for competitive proposals.
