The purpose of Request for Proposal (RFP) DE-SOL-0006518 titled "Strategic Petroleum Reserve Crude Oil Quality Testing and Analysis" is to solicit potential Contractors to provide oil sample testing and analysis as well as special laboratory and analytical support to the Department of Energy (DOE) Strategic Petroleum Reserve (SPR) as an essential component of the quality assurance program during acquisition, long-term storage, and draw down of SPR crude oils. NOTICE: The following RFP attachments have been revised and are attached to this modification: 1) Attachment 1 - RFP SOW (inclusion of Task 1.0 (c)); 2) Attachment 1b - SPR Crude Oil Comprehensive and Inspection (modification to page 4 SPR Crude Oil Inspection Analysis to reflect the required tests per sample point); 3) Attachment 1d - SPR Sample Workload (modification to page 2 to reflect increased number of estimated annual tests); and 4) Attachment 2 - RFP Breakout Price Proposal Worksheet (modified to reflect increased number of sample points and required tests per sample point that will make up each inspection Analysis). NOTICE: All questions concerning this RFP must be submitted to Mr. Nicholas Anderson via the FedConnect web portal. The question will be answered in a general way and then posted to the Message Center for review by all potential Proposers. NOTICE: Contractors planning on submitting a proposal under this RFP shall submit their completed RFP proposal package via the FedConnect web portal at www.fedconnect.net. The FedConnect web portal is used to disseminate this RFP, receive questions, and accept Contractor proposals in response to this solicitation. All interested parties responding to this RFP must submit their responses via FedConnect no later than 8:00 PM Local Time (Pittsburgh, PA) on July 29, 2014. You are strongly encouraged to submit at least 24 hours before the specified due date in order to have time to resolve any transmission problems. It is your responsibility to allow an adequate amount of time for receipt of your submission. To get started, download a copy of the quick start guide, "FedConnect, Ready, Set, Go Guide" which will provide assistance/instructions on registering, finding an opportunity, sending and receiving messages, and submitting a response. A complete Contractor proposal package shall consist of the following: 1) Contractor prepared proposal package that addresses the technical merit criterion as outlined in Attachment 3 - Evaluation and Selection Criteria, and 2) a filled in Attachment 2 - RFP Breakout Price Proposal Worksheet (attached within Modification 000001). NOTICE: Please note that no Government Furnished Property (GFP) will be provided to the successful Contractor under the Award resulting from this RFP. EVALUATION: An award shall be made to the Contractor whose proposal offers the best value to the Government as outlined in Attachment 3 - Evaluation and Selection Criteria, of this RFP. Please note that all Proposals are subject to negotiations.
