- SPE4A5-14-R-1176 Requirements Solicitation for multiple NSNs is being sought for a long-term contract as an add-on to existing contract SPE4AX-13-D-9410. There is a remaining four years on this contract. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. DLA Aviation does not currently have an approved technical data package for these items, please do not submit requests. The only approved source for these items is Eaton Corporation, CAGE 97484. Any manufacturer, other than the approved source, wishing to submit a proposal on any of these items must submit a complete source approval request (SAR) package. A letter request for proposal (RFP) will be issued for pricing on the estimated annual demand quantities. This solicitation will result in a firm fixed-price contract. The required delivery schedule is listed in the attachment along with quantity requirements. FOB Origin / inspection/acceptance Origin. PPIRS applies; the final contract award decision may be based upon a combination of price, past performance and other evaluation factors. All responsible sources may submit a request in order that a full solicitation may be prepared. A copy of the solicitation will not be available via the DLA Internet Bid Board System (DIBBS). "It is the Government's intent to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). In addition, respondents should identify quantity available and price. The government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government A copy of this solicitation will only be available to requesters by contacting the buyer directly. The solicitation issue date is August 8, 2014.
