- This is not a Solicitation or Request for Quote (RFQ). The Defense Commissary Agency is seeking qualified seafood contractors for the acquisition and delivery of a variety of specific retail-ready fresh and frozen, random weight seafood (including finfish, shellfish, crustaceans, mollusks, and specialty seafood items) to be used for resale purposes at the San Diego, CA Commissary. The successful offeror shall furnish the fresh and frozen random weight, retail-ready, seafood items required, if and when, requested by the Government, from the date of establishment of the contract through the date of expiration or cancellation, whichever occurs first. The government sales estimate for San Diego, CA, commissary is $979,746.90 and is based on historical sales achieved during a one-year test program conducted at the San Diego Commissary, CA during 2013/2014. The successful offeror shall provide on-time direct delivery of ordered seafood products to the commissary, orders may be placed 4 to 5 days a week including Saturday. The preferred lead time from order placement to product receipt at the commissary location shall not exceed 48 hours. Ownership of seafood products shall transfer to the Government upon acceptance. The NAICS code for this acquisition is 311710, which sets the small business threshold at 500 employees. The Supplier must be listed in the U.S. Army Public Health Command's (USAPHC) "Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement" (Website: http://vet.amedd.army.mil/86256F90007C2D1D/VETCOM or the list of approved establishments maintained by the U.S. Department of Commerce (USDC) as part of the National Oceanic and Atmospheric Administrations' (NOAA) Seafood Inspection Program. This requirement applies to partnership arrangements and subcontractors of potential suppliers. Inspection lead-time by the USAPHC can be 6 weeks or more. The successful offeror shall be registered in the System for Award Management (SAM) located at https://www.acquisition.gov, before time of award.
