- AP - NATURAL RESOURCES - MARINE FISHERIES, BASIC RESEARCH NOTICE DATE: JULY 24, 2014 Notice Type: Pre-solicitation NAICS: 541712 - Veterinary Research and Development Laboratories or Services Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of The National Weather Services (NWS), Silver Spring, MD is soliciting a requirement for services to evaluate the presence of exposure to pathogens in bottlenose dolphins, in accordance with the attached Statement of Work. This procurement is part of the Natural Resource Damage Assessment for the Deepwater Horizon Oil Spill and Unusual Mortality Event Investigations in the Gulf of Mexico. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 541712, which has a corresponding size standard of 500 employees. The total period of performance for all work specified in the Statement of Work is 10 days after date of Award through September 30, 2015. Solicitation number EA-133F-14-RQ-0807 will be issued July 24, 2013 and will close August 05, 2014. The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors specified in the solicitation. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 AM Tuesday, August 5, 2014; any award resulting from this RFQ will be made based on the evaluation criteria specified in CAR clause 1352.213-70, Evaluation Utilizing Simplified Acquisition Procedures. CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Technical Approach and Capability. The offerors approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (2) Past Performance. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (3) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (4) Price. (End of clause) All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about August 11, 2013.
