- INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to CEM Corporation for a microwave for PET radiochemistry without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 500 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-72 dated January 30,2014. This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR Subpart 13.106-1. DESCRIPTION OF REQUIREMENT Purpose and Objectives The purpose of this requirement is acquisition a microwave for PET radiochemistry to be used by the National Institute of Mental Health (NIMH) Molecular Imaging Branch (MIB) for the synthesis of radiopharmaceuticals in brain imaging with PET in animal and human subjects Period of Performance Delivery and installation shall be approximately four (4) weeks after receipt of award. A firm fixed price purchase order is contemplated. Project Description The NIMH requires microwave chemistry platform for syntheses of PET radiopharmaceuticals for brain imaging with PET that have the following characteristics: 1.Microwave magnetron power supply ≥ 300W 2.Microwave cavity that houses 1, 2, and 4 ml size glass reaction vessels 3.Only the cavity at a size of 6 x 6 in footprint is housed inside the lead-shielded hot cells for radiation and microwave protection. It should be linked to the magnetron power unit via a 6-8 ft coaxial cable. The cavity should be integrated into NIMH's existing robot arm platform for automated liquid handling capability. 4.Laptop computer with manufacturer's original software to remotely control the instrument outside of the hot cell. 5.Installation and test to meet acceptance criteria - Heating mixture of water and organic solvents (acetonitrile, dimethylformamide, dimethyl sufoxide) to 50°C above their boiling point within 30-60 seconds. The microwave for PET radiochemistry must be small in footprint because for radiation and microwave protection requirement, the unit must be housed inside a 4 x 4 ft lead shielded hot cell where space is premium. It must be powerful because the need for performing chemical reactions in seconds and minutes, rather than hours and days with radioisotopes that have short half-lives. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, only CEM Corporation (CEM) is capable of meeting the needs of this requirement due to the CEM being the only provider of microwave systems for PET radiochemistry. Microwave for PET radiochemistry is a specialize instrument. It must be small in footprint because for radiation and microwave protection requirement, the unit must be housed inside a 4 x 4 ft lead shielded hotcell where space is premium. Only the cavity at size of 6 x 6 in footprint is housed inside the lead shielded hotcells for radiation and microwave protection. It must be powerful because we need to perform chimcal reactions in seconds and minutes, rather than hours and days with radioisotopes that have short half-lives. There were two microwave chemistry instrument manufacturers in the US. One is CEM Crporation, based in Matthews, NC and Resonance Instruments, Inc., based in Skokie, IL. My e-mails and phone calls to Rsonance Instruments, Inc. went unanswered. Mr. Wayne Openlander confirmed to me on 5/14/2014 that this company is no longer in business, after the retirement of their chief engineer and the recent death of the founder. This leaves CEM Corporation the sole microwave manufacturer for radiochemistry applications. The intended source is: CEM Coporation 3100 Smith Farm Road Matthews, NC 28104 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
