Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is being posted as an avenue to provide Request for Quotes, W912PM-14-T-0044. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is W912PM-14-T-0044, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 115310 with a small business size standard of $7,000, 000 dollars. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-74 effective 30 May 2014. Statement of Work B. Everett Jordan Spillway Reforestation U.S. Army Corps of Engineers, Wilmington District B.E. Jordan Dam, Moncure, NC 27559 I. Description of Work: A. The objective is to reforest the 2 recently harvested stands with 10 acres of mixed hardwood and 68 acres with containerized longleaf pines and ensure their success by preparing the sites and controlling competing vegetation prior to planting. The contractor shall reforest two stands totaling 78 acres with 800 trees per acre. B. The contractor shall furnish labor, material & supplies for site preparation and reforestation of 78 acres adjacent to Jordan Dam's spillway along the dam's east access road (Map 1 included). The Contractor's furnishings shall include but are not limited to: 1. The contractor shall provide proper storage facilities for the seedlings and is responsible for protecting the planting stock against freezing and other types of injuries. 2. Surflan pre-emergent herbicide, triclopyr herbicides, and broadleaf herbicides 3. Seedling stock shall be suitable for planting in the NC Piedmont and the sources for stock shall be approved in advance by the Contracting Officer's Representative (COR). The contractor shall furnish 8,000 hardwood trees and 54,400 containerized longleaf pines in the following quantities: a. Northern Red Oak, White Oak, Scarlet Oak, Pignut Hickory 1,250 of each and 600 Black Cherry b. 400 Tulip Poplar, 1,000 Water Oak, and 1,000 Willow Oak c. 54,400 containerized Longleaf Pines C. The Government shall furnish all maps and instructional material necessary for the performance of this contract. If possible, Government personnel shall also provide a controlled burn of the longleaf site to reduce slash and induce germination of the competing vegetation. II. Site Background: A. The acreage is located between the east access road off of Pea Ridge Road and the Haw River in Moncure, NC. The soil is composed of MhE, Mayodan-Brickhaven complex and NaD, Nanford-Badin complex. The slope of the terrain varies from 2 - 10%. B. The control of exotic invasive sericea lespedeza, Lespedeza cuneata is necessary on less than 45 acres prior to planting. III. Period of Services: A. The period during which services are to be provided under this contract will be between the date of contract award and 31 March 2016. B. A pre-work conference will be scheduled on a mutually convenient date and place prior to the commencement of work in order to discuss this statement of work. The contractor shall give a one-week notice to the (COR) prior to commencement of this contract. IV. Time Line: A. March 31, 2015 through June 2015: 1. Herbicide the competitive vegetation on both stands using selective herbicides. Contractor personnel shall herbicide no sooner than 2 weeks after the government personnel provide a controlled burn. B. September 15, 2015: 1. Herbicide if any serecia lespedeza remains in the longleaf stand. C. November 1, 2015 to March 31, 2015: 1. Plant longleaf pines and hardwood trees. D. March 2016: 1. Pre-emergent herbicide is applied to the 68 acre longleaf stand. V. Site Preparation: A. The contractor shall properly prepare the acreage prior to planting to include the following: 1. The contractor shall eliminate or control invasive flora which is found only on a portion of the 68 acre longleaf stand before planting. This shall include the following: a. After the government personnel provide a controlled burn the contractor shall eliminate or control the Lespedeza cuneata with a triclopyr herbicide. Typically before the end of July when Lespedeza cuneata flowers. 2. The contractor shall also eliminate or control all other competitive flora with appropriate selective herbicides. Typically in late March through mid-April. 3. The contractor shall use selective herbicides again in the beginning of September if necessary for any surviving plants. VI. Planting Procedures: A. The contractor shall reforest the stands after 31 October 2015 by machine or hand as permitted by terrain and cover with an approximate spacing of 9' x 6'. B. The contractor shall arrange the 10 acre stand of hardwood trees in a randomized manner located as follows: (see attached Map 2 for location and quantities) 1. Willow Oak, Water Oak, Tulip Poplar in the drainage areas totaling 3 acres. 2. N. Red Oak, Scarlet Oak, White Oak, Pignut Hickory, Black Cherry on the upland area totaling 7 acres. C. The contractor shall reforest the 68 acre stand with 54,400 containerized longleaf pine trees as follows: 1. The contractor shall keep the rows roughly perpendicular to the slope of the land in the general direction of north to south. 2. The contractor shall adjust in-row spacing as necessary to maintain the per acre density. VII. Planting Specifications: A. The contractor shall plant all the seedlings during the wet season into moist, trash free soil as follows: 1. All trees shall be planted without bending the tap root keeping the upper part of the plug exposed. Positioning the plug so that the apical bud is well above the soil surface. B. Seedlings shall be planted within twenty-one (21) calendar days after contractor commences planting. C. The contractor shall plant the seedlings as received from the nursery and the roots shall not be cut, pruned, cropped, or quote mark J quote mark rooted by the contractor personnel. D. The contractor shall not plant when the temperature is at or below freezing (32 F) or when the ground is frozen. E. The contractor shall not expose the roots of the seedlings to air or direct sunlight at any time other than during the physical planting operations. (Exposure of roots to air or sunlight for a period as short as three minutes will seriously injure the seedling and increase the risk of failure in planting.) F. The contractor shall keep seedlings moist in planting bags, trays or other suitable containers to protect against exposure and drying out while awaiting planting. G. The contractor shall plant trees in a continuous manner throughout the planting period, except for suspension of work which is occasioned by insufficient soil moisture, excessive rainfall, freezing temperatures, snow cover on the ground, or as directed by the COR. VIII. Site Follow-up: A. The contractor shall herbicide the longleaf rows the following growing season with pre-emergent Surflan herbicide, 4-8 month preventative dose to prevent competitive weeds from growing in an area no less than 18 quote mark on each side of the longleaf pine rows. IX. Guaranteed Site Preparation and Survival Rate: A. The contractor shall guarantee the herbicide applications and average survival rate of 85% for containerized and 50% for bare root one year after planting, excluding any natural disaster at the site. B. The contractor shall guarantee an acceptable kill rate of 85% of the sericea lespedeza throughout the longleaf 68 acres and 85% of all competitive vegetation from growing in an area of no less than 18 quote mark on each side of the longleaf pine rows. X. Correction of Work: A. Seedlings found by the Corps inspector to be dry or unsuitable for other reasons will be discarded by the Contractor. If the work is found to be unsatisfactory, the contractor will be liable for all costs in connection with correcting the work. Corrective work may be performed by the Government or Contractor at the discretion of the COR. B. The contractor shall reapply herbicide or replant as necessary to meet the minimum standards mentioned herein. XI. Safety: A. The contractor shall properly secure the site to protect the public and be familiar with and follow all safety requirements put forth in the Safety and Health Requirements Manual EM 385 1-1.
