- List of Arthrex items. This is a COMBINED SOLICITATION/SYNOPSIS for commercial items with the intent to award on a Sole source basis to Arthrex Inc 1370 Creekside Blvd Naples Florida 34108-1945 under the authority of Far 13.106-1(b)(1). All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Justification: Under the authority of FAR 13.106-1(b)1, Sole source justification is based on Arthrex Inc. having proprietary ownership of the implants that work in conjunction with instrumentation that the government currently owns. This is a solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-14-T-0236 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 339112. Size 500 All interested bidders shall submit quotations electronically by email to Christopher.Jennen@med.navy.mil, attention Christopher Jennen. E-mail submissions are limited to 2MB. The submitter should confirm receipt of facsimile and email submissions. Quotations are due on or before 18 August 2014, 06:00AM Pacific Daylight Time to be considered responsive. The following Arthrex Surgical Anchors, Screws, Plates and instrument sets for use at Naval Hospital Twenty-nine Palms are being requested. Only new non-refurbished items with original manufacturer's warranty will be accepted. CLINs 0001 - 0211 (See attached list of items) All responsible sources may submit a quotation, which shall be considered by the agency. The government will only consider firm, fixed price quotation. Contractor must be registered to the SAM prior to award. The website address for SAM registration is www.sam.gov. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation factors in descending order of importance: 1) Technical Capability, 2) Delivery Schedule, and 3) Price. The following factors to be used to evaluate offers: Technical Capability, Defined as ability of the products to meet the salient characteristics needed and to provide items in new, warrantied, manufacturers authorized state. Delivery Schedule. Defined as, lead time necessary to receive the product. Price. Technical capability and delivery schedule, when combined, are significant evaluation factors that will be most advantageous to the Government. Contractors who do not meet both of the first 2 factors will not undergo a price evaluation.
