Description

The Space and Naval Warfare Systems Command intends to award a sole source contract to Rustici Software LLC., a small business, located at 3326 Aspen Grove Dr., Suite 304, Franklin, TN 37067, for software maintenance and technical support of the Rustici Sharable Content Object Reference Model (SCORM) Test Track software, in support of the Integrated Learning Environment (ILE). Rustici Software is the sole proprietary owner of the Rustici SCORM Test Track software and as such, has produced and owns the programming code. Rustici Software is the only source that can provide software maintenance for the Rustici SCORM Test Track software. The anticipated contract will be firm-fixed-price and negotiations will be conducted using other than full and open competition pursuant to the statutory authority 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Pursuing award through competition would result in unacceptable delays in fulfilling critical mission requirements, potentially leading to the non-availability of the SCORM Test Track software. Award of this requirement will be made pursuant to Federal Acquisition Regulations (FAR) Part 12 Acquisition of Commercial Items, in conjunction with FAR Part 13 Simplified Acquisition Procedures. The contract period of performance will include a base period of twelve months and four (4) twelve-month option periods. The estimated total dollar value of this contract, inclusive of options, is $100,000. The applicable North American Industrial Classification System (NAICS) code is 511210 with a size standard of $38.5M. This is not a request for quotation, nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. However, responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the agency.
