- This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334511 with a small business size standard of 750 employees. AFRL requires an Aircraft Bus Characterization and Integrity Toolset (BCIT) Unit, used to test the data bus wiring on aircraft in use by the B-2 bomber program. The requirement includes the Rugged BCIT with cables, software, CDs and a transit case. This equipment is used to test the data bus wiring on aircraft. It is capable of pinpointing any capable breaks and analyze signaling on data bus wiring, provides a data recording/archive function, and allows information management down to individual aircraft tail numbers in the event that a fleet of aircraft are being tested. As many aircraft have standard data bus wiring, this equipment can be used on several other aircraft for the same purpose and has the ability to ping other elements on the data bus. This purchase is explicitly for use in a Joint STARS test. In keeping with the standardization of this equipment in the B-2 program, there is no other vendor that manufactures this product. The BCIT-1553-BC is produced by Dragoon/ITCN. The Government intends to negotiate a sole source contract with Dragoon/ITCN, 591 Congress Park Dr., Dayton, OH 45459. The Government has determined that no other source can meet the requirement as the product was specifically developed for this function under a SBIR Phase III which is a sole source contracting vehicle. The original item was developed for the B-2 bomber program and is currently fielded for use in diagnosing/testing B-2 data bus issue and also has a national stock number listing. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 1 August 2014. A Sole Source Justification will be attached to the subsequent Notice of Award.
