Description
INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to the Johns Hopkins University, 3400 North Charles Street, Baltimore, MD 21218 for Clinical Cardiology services for the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Study. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990 with a Size Standard of $14.0 M. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74, July 1, 2014. This acquisition is conducted under the procedures as prescribed in FAR subpart 15-contracting by Negotiations at an amount not expected to exceed the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). GENERAL INFORMATION 1. Title: Clinical Cardiologist for the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Study 2. Background Information: The National Institute on Aging Intramural Research Program is embarking on a longitudinal study of the effects of race and socioeconomic status on healthy aging in a representative sample of community dwelling residents from the Baltimore metropolitan region. This study requires a detailed knowledge of the public health characteristics of this region and the ways in which racial and socioeconomic data must be collected to assess their influence on a variety of health outcomes such as cardiovascular and cerebrovascular functioning, psychophysiological and cognitive performance, and muscular strength and conditioning. This requirement seeks the services of a cardiologist who has the expertise to read and interpret the cardiovascular measures including electrocardiogram (EKG) and echocardiogram (ECHO) that are collected on Medical Research Vehicles (MRVs) as part of the HANDLS wave 4 examinations. 3. Purpose and Objectives: An electrocardiogram is a test that checks for problems with the electrical activity of your heart. It can be used to detect a heart attack or to find the cause of unexplained chest pain or other symptoms of heart disease. An echocardiogram assesses the overall function of the heart and can determine the presence of many types of heart disease and can be used to follow heart valve disease over time. The objective of this requirement is to continue collaboration with a clinician who shall provide technical supervision of the HANDLS sonographer, manage the imaging protocol to be implemented on the MRVs, confirm uniform evaluations and provide interpretations of EKG and ECHO studies collected as part of the HANDLS study. 4. Period of Performance: September 1, 2014 through June 30, 2015 Option Period One (1): July 1, 2015 through June 30, 2016 Option Period Two (2): July 1, 2016 through June 30, 2017 CONTRACTOR REQUIREMENTS (SCOPE OF WORK) The contractor shall provide a clinical cardiologist who will coordinate and provide the following services: 1. Manage the imaging protocol for the Mobile Research Vehicles (MRVs) 2. Provide ongoing training and technical supervision for the sonographer when required 3. Review the limited Echo/Doppler studies that are performed in the HANDLS study to provide a clinical report to the participants 4. Review, on yearly basis, the measurements that are acquired to determine whether any modifications or changes to the protocol are needed 5. Provide bi-weekly results of EKG and ECHO test interpreations and notification of abnormalities, as needed CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of the responses to the sources sought notice published in the FedBizOpps on April 23, 2014, under the number HHS-NIH-NIDA(SSSA)-SS-14-186, Clinical Cardiologist services for the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Study. The Johns Hopkins University has both the expertise and facilities for performing the requirements of this project. Their expertise is widely recongnized in the fields of aging and clinical cardiology as well as the experience in working with diverse population groups as those required by the HANDLS study. The Johns Hopkins University has maintained collaboration to the HANDLS project since 2002 resulting in the publication of many manuscripts related to assessing the trajectories of change in the HANDLS study. Because of the related expertise and knowledge of the project, the Johns Hopkins University is the only known source with the capability of providing the services for this project. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by August 7, 2014, 12:00 Noon Eastern time and must reference number HHS-NIH-NIDA-SSSA-2014-312.
