- DESCRIPTION: On or about August 06, 2014, the National Park Service (NPS), the South Major Acquisition Buying Office (S-MABO), intends to issue a Solicitation (P14PS01833) to solicit offers for the Painting of the Exterior & Interior of Seminole Rest Main House & Exterior of Care Taker House at Canaveral National Seashore located at 210 River Road, Oak Hill, Florida, 32759. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to paint these units. It is anticipated that all work under a resulting contract is to be completed in its entirety no later than 60 days after contract award. TYPE OF CONTRACT: This will be a single firm-fixed price construction contract and expected to be awarded in mid-September, 2014. Award will be made to only one successful offeror. Davis Bacon Wage rates will apply. Magnitude of Construction: Between $25,000 and $100,000. NAICS CODE: The North American Industry Classification System (NAICS) Code is 238320. SET ASIDE: This project is set aside 100% for Small Businesses. SMALL BUSINESS SIZE STANDARD: $14 million. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. It is tentatively scheduled for August 21, 2014. Offerors are encouraged and expected to attend the scheduled site visit, to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. PUBLICIZING: The complete solicitation package (with all attachments) will be issued and available on or about August 06, 2014 and will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov, and on the FedConnect website at https://www.fedconnect.net. The contracting officer will not provide hardcopies or email copies of the solicitation. It is the responsibility of the offerors to monitor the FBO and FedConnect websites to download the solicitation, specifications and drawings, other attachments, and all amendments issued against the solicitation. This pre-solicitation announcement does not constitute a solicitation. RESPONSE TIME AND AWARD: Response time for submission of all proposals shall be announced in the solicitation, along with the method in which proposals may be submitted and the criteria used to evaluate offers. REGISTRATION: All offerors are to have a Dun & Bradstreet number, be registered and active in the System for Award Management (SAM) at https://www.sam.gov, and have completed their Representations and Certifications (Reps and Certs) in order to be awarded a contract; therefore, if you are not already registered, active and completed your Reps and Certs in the System for Award Management (SAM), it is strongly advised that you do so at this time. Failure on the part of the successful offeror to fulfill these requirements by the time the Contracting Officer makes award may result in award of the contract being made to the next otherwise successful offeror.
