Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with A2Mac1to provide to the A2Mac1 North American and European Passenger Car Databases for the National Vehicle and Fuel Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, Michigan 48105. EPA is working with the National Highway and Safety Administration (NHTSA) to conduct a review as part of the MidTerm Evaluation in the technology of mass reduction. Part of the review includes formulating a new mass reduction technology baseline for the 2014/2015 model years and so vehicle content teardown information is needed from 2014/2015 and prior. The database shall be capable to be accessed from any computer anywhere in the world, and it has updates as they teardown 25-30 passenger cars per year for the public database. The A2Mac1 databases contain a total teardown of the vehicle with pictures, mass, and material identification for each vehicle component. A2Mac1 is the only known vendor to provide this information publically within the marketplace. Their databases include an extensive, historic and current, public vehicle teardown database including: oAutoReverse North America 93 completed as of January 2014 25 Vehicles per year oAutoReverse Europe 208 completed as of January 2014 20 Vehicles per year This procurement will be accomplished using FAR Part 13 Procedures. Interested firms may identify their interest and capability to respond to the requirements and must be able to complete the entire project. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
