Description

The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico has a requirement to purchase service to install new CAT5 Cabling at the VA Healthcare Caribbean main campus of the Caribbean Healthcare System 10 Casia Street - San Juan, PR 00921. CAT5E CABLING INSTALLATION OF THE RTLS ACCESS POINTS AT THE VA CARIBBEAN HEALTHCARE SYSTEM BASEMENT, FIRST AND SECOND FLOORS. THESE AREAS CONTAIN ASBESTOS AND PER TAC-13-08987 NATIONAL WIRELESSINFRASTRUCTURE - WIFI 3 PWS, DATED: THE FACILITY WILL BE RESPONSIBLE FOR THE INSTALLATION OF ALL CABLING AND ACCESS POINTS FOR ANY AREAS WITH ASBESTOR CONCERNS. ***VENDOR MUST BEASBESTOS CERTIFY*** ITEM NUMBERDESCRIPTION OF SUPPLIES/SERVICESQUANTITYUNITUNIT PRICEAMOUNT 1CAT-5 CABLING ASBESTOS 335.00EA 2INSTALLATION LABOR 335.00EA GRAND TOTAL A.GENERAL INFORMATION 1. Title of Project: RTLS (Real Time Location System) Access Points Installation in the main hospital tower (basement, 1st and 2nd Floors) located at the VA Caribbean Healthcare System, 10 Casia St., San Juan, PR 00921-3201. 2. Scope of Work: The contractor shall provide the labor, materials and cable (cat 5E) for the installation of the RTLS Access Points at the VA Caribbean Healthcare System basement, 1st and 2nd Floors, all of which contain asbestos in the overhead. All the cable shall have an identification label identifying the cable use and all cable installations shall be terminated with a RJ-45 connector and tested. The contractor shall adhere to all VA Caribbean Healthcare System safety requirements with regards to overhead cable installation in asbestos areas. 3. Background: The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), is upgrading its Wireless Fidelity (WiFi) capabilities to provide an industry standard wireless network for all clinical and administrative spaces across the enterprise. Wireless networking at VA facilities is intended to provide more flexible capabilities for accessing data. The WiFi network should provide VA with a wireless location-based infrastructure across VA. The WiFi solution must provide for the transfer of voice, video, written and real time location service (RTLS) data. The WiFi solution must also provide access to the VA's primary electronic health information system, Vista, and other information systems. Location-based wireless infrastructure also enables wireless transfer of information amongst medical devices such as ECG carts, vital signs monitors and infusion pumps to improve timely access to physiologic data and to enhance patient safety. Based on an analysis already performed this contract will provide for the installation and cabling of 335 RTLS access point antennas in the main tower basement, first and second floors only. 4. Performance Period: The period of performance is from Monday to Friday 7:30am to 4:30pm not to exceed 30 days. The contactor shall hold a kick off meeting not later than 1 week after contract award. Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). 5. Place of Performance: The place of performance will be at the VA Caribbean Healthcare System, Main Hospital tower basement, first and second floors only. There should there be other interested and capable contractors, please submit your expressions of interest to include documentation of company capabilities in sufficient detail for the Government to determine that your company possesses the necessary Certification and/or authorize dealer documentation, exclusivity rights, expertise and experience to compete for this acquisition. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination by the Contracting Officer not to compete this action is solely within the discretion of the Government. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available at this time. No request for proposals will be issued. As mentioned above, a determination by the Contracting Officer not to compete this action based on responses to this notice is solely within the discretion of the Government. This is a notice of intent announcement. No evaluation letters will be issued to participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. Due date for submission of company capabilities, is Tuesday July 22, 2014 by 12:00 PM, Puerto Rico (local time). Information will only be accepted in writing by e-mail.
