Description
The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC) is hereby soliciting information about potential sources for Center Administrative Technical Support Services (CATSS) II acquisition. The intent of this Request for Information (RFI)is to solicit capability statements from qualified sources including Small (SB), Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI). Responses will be used to determine how this acquisition may be set aside. While this request is intended for all small businesses to respond, the current requirement has been accepted for performance under the authority of the 8(a) Program. The Small Business Administration (SBA) would have to consent to release this requirement from the 8(a) Program. The CATSS II contract provides full-time, part-time, and temporary administrative and technical support to organizations in fulfilling AFRCs mission and objectives. The effort will include functions that support NASA-AFRC through ongoing requirements and special projects. The primary facility is located at Edwards Air Force Base. Two additional facilities are located in Palmdale, California the AERO Institute and Building 703. Some temporary work or support may be required at local communities or other locations. A current version of the Performance Work Statement (PWS) for the CATSS contract, NND10AH15C is attached. The NAICS code for the proposed acquisition is 561110, Office Administrative Services. The small business size standard is $7.0 million/year. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 20 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: 1. Name and address of firm. 2. Size of business. 3. Average annual revenue for past three years. 4. Number of employees. 5. Number of years in the business. 6. Affiliate information: parent company, joint venture partners and potential teaming partners. 7. A list of customers covering the past five years (highlight relevant work performed, contract numbers prime or subcontractor, contract type, dollar value of each procurement, and point of contact address and phone number). If work was performed as a subcontractor, please indicate percentage of work/subcontract dollar value. This RFI is for information planning purposes and allows industry the opportunity to verify reasonableness and feasibility of the requirement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. This notice is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunities website and on the NASA Acquisition Internet Service. Potential offerors are responsible for monitoring these sites for the release of any solicitation or synopsis. The Government intends to review the responses submitted by industry. Please do not submit proprietary information. Data that is submitted as part of the Industrys response that is marked proprietary will not be reviewed. All responses shall be submitted to Lisa A.
