- Pre-Solicitation Notice The U.S. Coast Guard (USCG) intends to solicit, negotiate, and award on a sole-source basis a follow-on firm-fixed price contract using FAR Part 12 procedures, for commercial services, with the County of Sacramento, 3331 Peacekeeper Way, McClellan, California for Airfield Management and Aircraft Rescue and Fire Fighting Services located on McClellan Business Park, McClellan, CA. USCG Air Station Sacramento is a C-130 Fixed wing aviation unit that performs a wide range of Coast Guard mission for the Eastern Pacific Area: from the West Coast of the United States west of Canada and south along the Baja California Coast. The Air Station performs search and rescue, marine and environmental missions, and maintains a 24-hour immediate response capability. The County of Sacramento was designated as the Local Redevelopment Authority (LRA) under the Base Realignment and Closure Commission (BRAC). Airfield services will be provided by the LRA at the USCG Air Station Sacramento, McClellan, California. The LRA will provide all management, personnel, supervision, equipment, tools, materials, parts, maintenance and repair, training, transportation and written deliverables for the provision and maintenance of: runways, taxiways, clear-zones, ramps and aircraft parking areas, navigational aids to support Instrument Flight Rules (IFR) Operations, Automated Weather Observation System (AWOS), Aircraft Rescue and Fire Fighting (ARFF) and Airfield Management functions, such as airfield services; airfield inspections and checks; operations manual; emergency plan; ground vehicles control; obstruction handling; wildlife hazard management; airport condition reporting; identify, marking and reporting construction and other unserviceable areas; and environmental spill response in accordance with the performance-based work statement. Award will be based on the County of Sacramento's technical and management capabilities to provide mission critical airfield support services to the USCG at a fair and reasonable price for the term of the contract. The period of performance is 01 October 2014 through 30 September 2019, with four, one-year priced options. The solicitation will be issued on or about 01 August 2014 with a 30-day response time. All responsible and interested sources may submit a proposal which shall be considered by the Agency.
