- Update 22 July 20014: The following is provided for information purposes only. Potential offerors are cautioned to carefully review the Final RFP for all proposal requirements. Facility Security Clearance. The offeror must possess, or acquire prior to award of the contract, a Top Secret Facility Clearance as accredited by the Defense Security Service (DSS) in accordance with the contract level Contract Security classification Specification (DD Form 254). If the offeror does not currently possess a TS facility clearance, they shall submit evidence that demonstrates they will obtain a TS facility clearance prior to the anticipated award of 01 Dec 2014. Storage of information it is not anticipated to be required at the contract level; however, the contractor shall meet all requirements of the Task Order level DD Form 254 requirements. Update 25 June 2014: SWMS Adequate Accounting Systems The Government anticipates the use of multiple contract types; Fixed-Price and Cost-Reimbursement, for Group A (Full and Open) and Group B (Total SB Set-aside). The Government anticipates the use of Cost-Reimbursement contract types for Group C (SDVOSB Set-aside). IAW FAR Part 30; Cost Accounting Standards (CAS) do not apply to small business concerns. A cost-reimbursement contract may be used only when the limitations in FAR 16.301-3 are met. One of the limitations cited is that the contractor's accounting system must be adequate for determining costs. The offeror shall provide valid documentation from DCMA, DCAA or other Federal Audit Agency that they have an adequate accounting system for operating Government cost type contracts to be considered for award. The offeror may provide other information that allows the contracting officer to determine that the contractor's accounting system will permit timely development of all necessary cost data for the cost type CLINs and the negotiation of cost in accordance with the Federal Acquisition Regulations and applicable supplements in order to be considered for award. If the Offeror does not currently have valid documentation (within the last 3 years) regarding an adequate accounting system, the Offeror shall complete a Preaward Survey of Prospective Accounting System Checklist that will be provided as an attachment to the final RFP. The Final Requests for Proposals for each SWMS Group will be posted to FBO under the corresponding Group Solicitation Number.
