- Prequalification Statement The USPS is pre-qualifying contractors for the Repair & Replacement of the Upper Level Maneuvering Area Surface at the USPS Processing & Distribution Center, 125 W South Street, Indianapolis, IN. Work includes but is not limited to the removal of the existing topping, repair of the deteriorated elevated concrete slab, replacement of existing the storm water inlets, installation of a new waterproofing system and installation of a new asphalt topping. The Indianapolis, IN P&DC is a USPS-Leased facility located in Indianapolis, Indiana. Estimated cost of the work is between $4,000,000 and $5,500,000 with construction completion no later than four hundred Eighty (480) calendar days after receipt of the Notice to Proceed. As part of the evaluation process, all offerors must submit the following: a) Three (3) satisfactory examples of comparable projects in an active, operational facility, such as a U.S. Postal Office, government, commercial, or manufacturing-type building. Comparable projects are defined as projects with a similar scope of work, where you were the prime contractor, with a dollar value greater than $2 Million, completed in the past five years b) Using this format. Attach sheets as needed. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. NOTE: The attached USPS Great Lakes Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP on any award exceeding $500,000. The successful offeror will be required to submit a project specific Management Plan. Requests for Information (RFI) must be submitted in writing to the Project Architect Engineer, Eric Beaulieu (ebeaulieu@dlz.com) of DLZ National, Inc. by 3:00 p.m., August 11, 2014. Responses are expected to be issued by August 14, 2014. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the construction business for a minimum of five (5) consecutive years. a) Prior Experience: Contractor must provide three (3) satisfactory examples of comparable projects in an active, operational facility, such as a U.S. Postal Office, government, commercial, or manufacturing-type building. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing of facilities. Once a supplier completes the registration process, the Postal Service will review the entry within three (3) business days to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to September 12, 2014 at 11:59 PM (EST). Each organization must "accept" the Invitation in order to place a proposal in Emptoris. Any required documentation may be attached to your proposal after submitting total dollar amount of proposal in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
