- Description
- The United States Air Force intends to issue solicitation FA5575-14-R-0014 to solicit proposals for a Firm-Fixed Price contract to replace exhaust stacks on steam boilers in bldg #115 at Morón AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 22 July 2014. Contract magnitude is between $25,000 and $100,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. 1. SCOPE OF WORK: The work includes, without being limited to, the following items: The work includes, but is not limited to, the following items: 1.1 The object of this contract is to replace the existing exhaust stacks of boilers 1 & 2 located in building 115 at Morón Air Base (Sevilla). The services covered by this service contract shall include the design of the new stacks to comply with UNE 13384-1, the removal of existing exhaust stacks and the supply and installations of the new stacks. The new stacks shall be installed in accordance with UNE 123001:2012. The existing openings at the pitched roof are not wide enough for the passage of the new stacks and therefore shall be modified, repaired and sealed accordingly. Existing pyrostats already installed in the current stacks shall be disassembled and reinstalled after the new stacks installation. 1.2 Final testing. 1.3 Final cleaning. 1.4 Delivery of As-Built drawings. 2. PERFORMANCE PERIOD: The performance period proposed for this project, 120 calendar days, is for information purposes only. The Contractor shall provide the performance period with the proposal. The Contractor's performance period will be considered in the evaluation of acceptable proposals. 3. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economia y Hacienda" covering the following groups, subgroups and categories. Group Subgroup Category J 2 b The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility. It is highly recommended that you register to be notified of any new postings for this solicitation and/or any other postings published by our office.
