THE SURVEY TITLED: Genomics and Society Public Surveys (NHGRI) HAS RECEIVED OFFICE OF MANAGEMENT AND BUDGET (OMB) CLEARANCE: OMB CONTROL NUMBER: 0925-0700, JULY 3, 2014. THE ATTACHED SURVEY'S WILL BE USED FOR THIS REQUIREMENT: SURVEY ATTACHMENT A-DEMOGRAPHIC QUESTIONS SURVEY ATTACHMENT B-SURVEY MAP YOUR SOCIAL NETWORK i. "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." ii. The solicitation number is HHS-NIH-NHLBI-CSB-(HG)-2014-170-DLM and the solicitation is being posted as a request for proposal (RFP). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74, July 1, 2014. iv. There are no set-aside restrictions, the associated NAICS code is 541910 and the small business size standard is 500 employees. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. v. Contract line items are to be determined. THIS REQUIREMENT WILL BE UNDER THE SAT OF $150,000.00. vi. Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Social & Behavioral Research Branch (SBRB has the overarching and broad objective to investigate social and behavioral factors that facilitate the translation of genomic discoveries for health promotion, disease prevention, and health care improvements. This research encompasses four conceptual domains: (1) testing the effectiveness of strategies for communicating information about genetic risks; (2) developing and evaluating behavioral interventions; (3) using genomic discoveries in clinical practice; and (4) understanding the social, ethical, and policy implications of genomic research. The specific research challenges being investigated by SBRB scientists include improving methods of communication about genetic risk to lay populations, establishing best practices in genetic counseling, investigating approaches for successfully integrating genetics into primary care settings, and studying broad issues relating to the appropriate public dissemination of genomic discoveries. SBRB investigators also are detailing the bioethical considerations for the involvement of human subjects in genomic research. One aspect of SBRB research that encapsulates each of the four domains in discovering the social environment in which health resources and information flow between individuals. To conduct this science, the Social Network Method Section of the SBRB studies the health contexts of interpersonal relationships between members of peer and family networks. One of the key challenges in this field, however, is assessing how trial participant networks compare with those from the general population. More data is needed on the distribution of networks and network statistics from the general population to contextualize results stemming from existing and past NIH trial recruitment samples. Objectives: The objective of the Social Genome Network Survey (SGNS) is to measure cognitive networks of personal relationships in a cross-sectional, probability sample of U.S. adults. The aim is to assess the variability in cognitive network structures in the general population. The SGNS gathers information from respondents about themselves, their relationships with people in their social networks (i.e., family and friends), and their perceptions about the relationships between their network members. The purpose of the study is to learn about "the role of friends, family, media, and health professionals in gathering and communicating health risk" (FR.78.174, pgs. 55083-55084). The survey has already been developed in the "Map Your Network" survey in the Genomics and Society Public Surveys in Conjunction With Smithsonian Museum of Natural History Genome Exhibit (NIH OHSR 11817, Smithsonian HS13023 ), and notification published in Federal Register / Vol. 78, No. 174 /Monday, September 9, 2013 pages 55083-55084. The Contractor,shall recruit a population-based probability sample of US adults, format and program a Government-provided questionnaire so that it can be used as an online survey instrument, host the online survey, and deliver a data set in the Government- prescribed format for all survey data. Based on the provided questionnaire, it is important that the contractor has experience conducting statistical surveys/analysis in health policy and services, epidemiology, sociology, and social psychology. Contractor Requirements: Specific Tasks: 1. The Contractor shall format the Government-provided questionnaire with the necessary instructions to prepare the questionnaire for programming. If appropriate, Contractor may ask the Government questions about survey specifications. 2. The Contractor shall program the formatted survey instrument and place the programmed survey instrument on a password-protected web site for the Government's review. 3. The Contractor shall replicate the format of the Government's existing "Map Your Network" online survey for internal-consistency. 4. The Contractor shall conduct full quality control testing of all the programmed survey instruments prior to sharing the programmed survey with the Government for review. 5. The Contractor shall comply with all FIPS security protocols for survey administration, data security, and data transfer. 6. The Contractor shall conduct a pretest of 25 interviews to confirm the survey length and for quality control testing of the survey instrument. 7. The Contractor shall provide sample data from the pre-test to the Government for pre- fielding evaluation. 8. The Contractor shall field the survey to a population-based sample of no fewer than 1500 respondents. Desired Results/Functions/End Items: 1. Programmed version of the instrument posted on a password-protected web site. 2. A self-documented spread-sheet dataset containing the data that meets the Government-prescribed formatting requirements including unique-anonymized respondent identification numbers. 3. Field Report documenting all sampling and data collection procedures, codebook, panel recruitment methodology. Technical Specifications/Standards/Methods: a. The survey sample will target the following population: General population adults (50% males, 50% females, and population proportional on race), ages 18 and older, English-language survey-takers. b. Interview sample sizes for the Pretest and Main Study are as follows: • An initial pretest of 25 completed interviews and data for evaluation. A total of 1,500 completed interviews c. The data will be delivered over secure transfer to be arranged by the Government. Government Responsibilities: 1. The Government will provide a paper version of the formatted questionnaire and communicate to the Contractor in a timely manner any disagreements with the contractor on interpretation of the intentions of the Client. 2. The Government will provide the requirements of the deliverable data set structure. 3. The Government will verify survey length and data quality after the pretest of 25 interviews has been conducted. 4. The Government will give the Contractor approval to commence the fielding of the approved survey to the 1500 respondents after approved review of the pretest. 5. The Government will arrange secure file transfer with the Contractor. Program Management and Control Requirements: The contractor shall work independently with no direct supervision by any government employee. The Social and Behavioral Research Branch staff will provide guidance in terms of the technical needs and requirements of the project. No additional costs will be incurred to this contract without approval by the contracting officer. Reporting Requirements and Deliverables: 1. The Contractor shall send log-in credentials to the PI for purposes of validating the survey- programming for the pretest. 2. Programmed version of the instrument posted on a password-protected web site. 3. A self-documented spread-sheet in a character-delimited format containing all data with unique-anonymized respondent identification numbers from the 25 pretest respondents. 4. A self-documented spread-sheet in a character-delimited format containing all data with unique- anonymized respondent identification numbers from the 1500 final respondents. 5. General demographic profile data (listed in Attachment A: Standard Demographic Profile Variables) provided for all interviews. 6. Statistical weights incorporating the probabilities of selection and population benchmarks from CPS. 7. Field Report documenting all sampling and data collection procedures, codebook, panel recruitment methodology, and statistical weighting. vii. Dates, Places of acceptance and FOB Point: All deliverables will be sent electronically via secure transfer to the principle investigator to be determined upon award. EVALUATION OF PROPOSALS: The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract. Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. EVALUATION FACTORS: 1. The Contractor shall program survey for online administration. 2. The Contractor shall have their own consumer/respondent panel (Government is not responsible for recruiting or compensating participants). 3. The Contractor shall administer survey to their own consumer/respondent panel. 4. The Contractor shall provide basic demographic data on their consumer/respondent panel. viii. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. All Federal Acquisition Regulations (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html. All proposals shall contain the following: 1. Name of Contracting Organization; 2. Solicitation number; 3. Contract Type; 4. Total Contract Value and Discounts; 5. Description of Requirement; 6. North American Industry Classification System (NAICS) Code; 7. DUNS Number; and 8. Business Size. ix. In accordance to FAR clause 52.212-2, Evaluation - Commercial Items The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Experience in assessing consumers' attitudes and behaviors related to health. 2. Access to a diverse panel of consumers that will enable a sample that is representative of race/ethnicity without requiring targeted oversampling. 3. Experience working with academic researchers in schools of public health. 4. Price (This will be Firm-Fixed Price): An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposal. x. In accordance with FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on- line at https://www.sam.gov/portal/public/SAM/. xi. The Defense Priorities and Allocations System (DPAS) and assigned rating does not apply to this acquisition. xvi.
