- Notice of Intent to Award a Sole Source Contract The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source modification to current contract HDTRA1-13-C-0018 to MAPP Biopharmaceutical. This is follow-on research to a current contract which focuses on development of a monoclonal antibody cocktail for Ebola Zaire. The proposed work comprises specific, additional tasks which are justified by the promising results from the work already conducted under the current contract. The two additional tasks are 1) to prepare and submit an Investigational New Drug (IND) application package to the Food and Drug Administration (FDA) for ZMapp TM, and 2) to provide cGMP grade ZMapp TM in sufficient quantity to perform a Phase 1 clinical safety study. The additional tasks will be performed within the current period of performance of 12 months. The work being added will be done so on a cost plus fixed fee basis. The North American Industry Classification System (NAICS) is 541711 and the Product Service Code (PSC) is AD92. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of this notice, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government's discretion. In the absence of qualified sources, the contract modification will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source.
