- Description
- The United States Coast Guard, Office of Contract Operations, Formal Contracts Division III, CG-9123, intends to award a sole source contract under the authority of 10 U.S.C. § 2304(c)(1) Only One Responsible Source and No Other Supplies or Sources will Satisfy Agency Requirements, as implemented by FAR 6.302-1 to Gulfstream Aerospace Corporation (Georgia), 500 Gulfstream Road, Savannah, GA, 31408. The requirements are to install an air-to-ground Aircell ATG-5000 communications system. The Aircell ATG-5000 system will complement, not replace or interact with, currently installed satellite-based data systems. Completion of these requirements will include engineering and other technical drawings, and the completion of required Federal Aviation Administration (FAA) documentation and system certifications, as well as changes to the baseline configuration of the aircraft. Gulfstream Aerospace holds proprietary data rights to USCG C-37A final engineering and configuration drawings. These production-level engineering drawings are required for any aircraft repair or modification and are maintained at their Production / Depot service center in Savannah, GA. This action will result in one firm-fixed price contract with a one-year base period of performance from 23 September 2014 through 22 September 2015. The North American Industry Classification System (NAICS) code for this requirement is 541330 with a Small Business Size Standard of $15. This notice of intent to award a sole source contract is not a request for competitive proposals. No contracts will be awarded on the basis of responses received to this notice. All written responses must include a written narrative of capability, including technical information demonstrating the ability to meet the requirements which must include the ability to have access to the proprietary data owned only by Gulfstream that is necessary to fulfill these requirements. The responses must be sufficient for the Government to establish that the Contractor possesses a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding with a non-competitive procurement. A determination by the Government to open the requirement to competition based upon responses to this notice is within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this notice. All information in responses to this notification must be submitted by email to James.R.Robinso@uscg.mil as well as Tirene.Crowell@uscg.mil. Contract award is estimated to occur on or before 23 September, 2014. The redacted Justification & Approval document will be posted after award in accordance with FAR 6.305(a).
