- AFLCMC intends to solicit and negotiate, on a sole source basis, services to perform system product engineering, software (SW) engineering and maintenance, SW test and evaluation related to SW sustainment issues, fielded baseline SW problems associated with life cycle extension, and associated hardware of Aging Aircraft. These electronic combat subsystems and the host aircraft's service life have been extended well beyond their anticipated design life. The scope of this effort includes related short-turn-around, quick-response tasks, and long-term more extensive complex sustainment engineering tasks for these aging systems and aircraft. The Government intends to issue a Cost Reimbursement, No Fee Task Order under Basic Ordering Agreement (BOA) F8509-12-G-0001 to Mercer University Research Center (MERC), 135 Osigian Boulevard, Warner Robins, GA, 31088 for the services described herein. CAGE code 1WDH9. Period of Performance is (9) month basic with three (12) month option periods. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (3) as implemented by FAR 6.302-3: "Industrial Mobilization, Engineering, Developmental, or Research Capability, or Expert Services". The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3(a)(2)(ii) states: "full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to establish or maintain an essential engineering, research, or developmental capability to be provided by an educational or other non-profit institution or a federally funded research and development center." The estimated award date is Sep 2014. A solicitation, number FA8540-14-R-30580, will be issued on or about 6 Aug 2014. The place of contract performance will be at the contractor's facility, and at Warner Robins Air Logistics Center (WRALC), Robins AFB, GA, 31098. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The RFP will NOT be posted at www.fedbizopps.gov.
