- Description
- The General Services Administration (GSA), National Capital Region, Washington, DC intends to issue a Request For Proposal (RFP) for a negotiated Construction Contract for the Potomac Annex Complex (POTAX) Buildings 3&4 Construction Renovation Project, located at 2300 E. Street, NW, Washington, DC 20372. A single Firm-Fixed Price Contract may be awarded. The estimated construction renovation cost is between $10 and $12 million and time of performance for construction is twelve (12) calendar months; with a six (6) week administrative period for security processing and badging prior to construction, making the Building 3&4 renovation project duration a total of approximately fourteen (14) calendar months. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Source Selection procedures in accordance with FAR 15.3. This construction renovation project will provide permanent office space in Buildings 3&4 to support the Phases 1C and 1D Modernizations of the Main Department of State (DoS), Harry S Truman Headquarters Building and other DoS leased spaces. The transfer of the five (5) Potomac Annex (POTAX) buildings to the Department of State occurred in October 2012. The construction renovation of the buildings will provide approximately 100,000 gross square feet of renovated office space. Approximately 55,000 square feet will be converted to occupiable, usable space for permanent DoS occupants in POTAX Buildings 1, 3, 4, & 5. This space will support the ongoing, multi-phased Main DoS Headquarters Modernization Project currently underway and will allow the Department of State to reduce their leased building inventory. At this time, Building 2 will not undergo construction renovation due to its current status on the National Register of Historical Places. The overall project will be accomplished under multiple contracts. This contract will be for the complete Renovation of Buildings 3&4 only. The Building 1 renovation is currently underway and an additional contract for the complete renovation of Building 5 will be issued shortly for renovation to start. This construction contract will be to fully renovate Potomac Annex Buildings 3&4 to provide permanent space for DoS occupants. The Buildings 3&4 construction renovation will provide approximately 50,100 gross square feet of which approximately 27,800 square feet will be converted to occupiable, usable space. The complete renovation project will include utility trenching/ductbank, hazardous materials abatement, mold remediation, selective demolition, architectural, mechanical/electrical, security, telecommunications systems, fire safety (sprinkler and fire alarm) systems, structural and elevator upgrade work. There are three (3) POTAX residential houses located within the 6.85 acre POTAX Complex that will remain occupied throughout the duration of this construction renovation project. There are also three Federal Buildings located West and adjacent to the 6.85 acre POTAX Complex that will remain occupied throughout the duration of this construction renovation project. The Institute of Peace facility is located directly South of the Potomac Annex campus. Unencumbered access around the campus will be required throughout the duration of the POTAX project for occupants and visitors of the residential houses, federal buildings, and Institute of Peace located on the campus. Each individual of the General Contractor's field staff and contractor's support staff that will be on-site longer than one (1) day who have any connection with this work will be required to obtain a Government HSPD-12 security clearance prior to commencing work. This negotiated solicitation will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507, as part of its proposal. Consideration is open to established, qualified firms, which currently have active, properly staffed offices within the continental United States (including subcontractors). The Request For Proposal (RFP) will be issued electronically on or about August 6, 2014 on the Internet at: http://www.fedbizopps.gov. All qualified responsible firms are encouraged to participate in this procurement. Small business, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, and women-owned small business are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses.
