- The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) intends to award a sole source contract to Campbell Scientific upon the basis of the authority provided at FAR 13.106-1(b)(1), the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ERDC-CRREL has a requirement to procure eight (8) Campbell Scientific CR1000-ST-SW-NC Measurement and Control Dataloggers Systems with accompanying parts and hardware. CRREL research projects require the dataloggers to satisfy a number of constraints in terms of operability and compatibility. The CR1000 Dataloggers are compatible with existing software and equipment owned by the lab. CRREL has invested significantly in in-house training and expertise of the system. The CR1000 can utilize most standard sensors, while also allowing for unique programming to control other equipment based on sensor input. This versatility provides the lab the ability to leverage the interoperability of previous system procurements for present and future needs. Furthermore, Campbell Scientific provides the only product capable of generating output that interfaces with existing sensors and data collected previously. Market research has indicated Campbell Scientific to be the only manufacturer and distributor source for this specific datalogger. The associated North American Industry Classification System (NAICS) code is 334513, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 24 July 2014, at 12:00 PM, Central Time (CST) to: Kim.D.Roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
