- Description
- Provide a three-phase, 12.47 kV underground loop feeder with radial taps to transformers to provide electric service to the buildings on the south side of Mainsite east of D Street Bridge. Feeder shall include concrete encased duct bank, pad-mounted cable junction pedestals, pad-mounted switchgear, pad-mounted transformers, primary and secondary cable, secondary switchgear and incidental related work. Buildings to be served by this feeder: Buildings 1H / 43H, 80H, 81H, 6505(4500), 13C, 52, Quarters 201H-203H, 213H-215H. Steam Building -Pit 87A and South Pier Berthing shall also be fed from this feeder. Substation H50 shall be the source for the feeder by continuing existing Feeder H52 from the existing sectionalizing pedestal SP3H52. The feeder shall also connect to a new switch at the location of the existing switch M41S11. See Part 6, Attachment H, Concept Drawing. Replace the secondary cable from the transformer to the line side of the KWH meter at the individual unit for Quarters 213H, 214H, and 215H. This project includes a route that crosses a 270' long utility trestle, Trestle 736. Four 5" RGS conduits will be required on this trestle. Two conduits will be for the new feeder crossing and two conduits will be for a new 34.5kV circuit. Provide a new 34.5kV circuit from manhole 1010 to manhole 1011. Splice new cable to existing cable at manholes 1010 and 1011. A new pathway is required from manhole 1010 to manhole 1011. 5" conduit may be used for this segment. 5" conduit may also be used for the entire length of the new feeder segment between major electrical components containing the trestle crossing. Remove 270' of an abandoned 10" water line from the utility trestle. Cap the two remaining ends of the water line. Directional boring is an acceptable method to install about 100' of each conduit on the south side of the trestle. Directional boring will also be an acceptable method to install the conduit down the bluff on the south side of the harbor to reach the building 52 area. All other underground conduit shall be trenched and installed in concrete encased duct bank. The segment between switch H79S1 and the transformers at the building 52 area may utilize 4" conduit. After the completion of the construction and successful operational testing of the 12.47 kV loop feeder, remove the existing services serving the same buildings to the maximum extent possible. At a minimum, this includes all abandoned wire, primary and secondary, transformers, switchgear, concrete pads, enclosures, poles, and cutouts. Remove and dispose of an old generation of transformers and associated high voltage equipment in the vault inside building 80H. Substation H7 shall be demolished in its' entirety including but not limited to the switchgear, transformers, sheds, fence, and concrete pads. Remove the old 34.5 kV cable between substation H7 and manhole 1009, and H7 to manhole 1011. Provide a structural analysis inspection report of Trestle 736 within 90 days after contract award. A previous report, to be in included in Part 6, Attachment J, Trestle 736 Inspection Report Feb '97. Recommended repair work from this report was never completed. The report should include a thorough inspection of the trestle and provide recommended repairs, similar to the report to be found in Attachment J. Bid Option: Provide the necessary repairs to Trestle 736 based on the inspection report provided above. This option will be awarded within 150 days after the date of the contract award with a not-to-exceed price of $130,000. THIS IS NOT A SOLICITATION BUT A SYNOPSIS NOTIFICATION. NAICS CODE IS 237130. SIZE STANDARD IS $33.5 MILLION. THE SOLICITATION (N40083-14-R-3223) WILL BE POSTED ON OR AROUND AUGUST 6, 2014. DAVIS BACON WAGE RATES WILL APPLY. The financial magnitude of this project is between $1,000,000 and $5,000,000. The period of performance for this project is approximately 360 days after award. Offerors will be required to provide a bid guarantee and Performance and Payment bonds. THIS PROJECT IS BEING SET ASIDE FOR SMALL BUSINESSES.
