- This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. This acquisition is 100% set aside for small business. The associated NAICS code is 541720, Historic and Cultural Research Studies, with a small business size standard of $20.5 million. The Government will award a contract resulting from this solicitation to the responsible offeror whose conforming offer is in the best interest of the Government. All vendors must be registered and current in the System for Award Management (SAM), (http://www.sam.gov) to include updated Online Representations and Certifications Associated with current SAM record. Unless amendments are issued extending the solicitation, the offers are due by 2:00 p.m., Mountain Standard Time (MT), August 20, 2014. Delivery shall be made to Mount Rushmore National Memorial, Highway 244, Keystone, SD 57751. The offeror shall be capable of completing delivery as per the statement of work not later than 24 months following award, and it is anticipated that award will be made not later than September 5, 2014. The contractor shall complete a historic resource study (HRS) for Mount Rushmore National Memorial, and final product will provide the basic documentation of the park's history and resources by providing a synthesis of relevant primary and secondary source material on relevant themes. The information contained in the historic resource study is essential for present and future interpretation and cultural resource management, and final product will consist of 100 printed and bound copies.
