Description
The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC), Long Range Enforcer Product Line (LREPL) will utilize other than full and open competition to award a contract for the purchase of two, Model 20V1163TB93 MTU Diesel Engines, reusable metal shipping/storage containers for the engines; associated installation parts and equipment stored in separate reusable metal shipping/storage containers; storage in a controlled environment and all longer term diesel engine maintenance to ensure Manufacturer's warranty remains valid. These engines will be used as part of a maintenance rotatable pool for the existing MDE's currently installed in the 418 ft WMSLs. MTU America Inc. located in 39525 Mackenzie Drive, Novi, MI 48377 is the original equipment manufacturer (OEM) and the only known source with the proprietary knowledge and technical data to provide these diesel engines to the Government. Therefore, the Government intends to solicit and negotiate with only the OEM under the authority of 6.302. The following are required: QUANTITY Two (2) MTU Diesel Engines, Part Number 20V1163TB93, NSN 2815-01-F14-3875; Shipping/Storage Container for Diesel Engines, Part number 20V1163TB93-SHIP-STORE-CONTAINER, NSN 2815-01-F14-3873; Shipping/Storage Container for Associated parts and equipment, Part Number 20V1163TB93-PARTS-SHIP-STORE-CON, NSN 2815-01-F14-3874; Long-term storage services for both the Diesel Engines and the Associated parts and equipment; Long-term Maintenance services for both the Diesel Engines and the Associated parts and equipment. The shipping and storage containers for the diesel engines and associated installation parts and equipment must be provided by the OEM. They shall be capable of providing weather tight protection for the diesel engines and associated installation parts and equipment during long-term storage and tolerate shipping my multiple carriers by multiple means of transpiration. They must be reusable and capable of withstanding multiple uses. Storage and maintenance services required will be for a base year and four (4) option years as long as the diesel engines and/or associated parts and equipment remain in storage. The long-term storage is in a protected environment for the diesel engines and the associated installation parts and equipment. All OEM recommended maintenance for long-term storage shall be completed during storage. The maintenance will include quarterly inspections and re-preservation and packaging every thirty-six (36) months. Interested parties are invited to submit responses to this notice within fifteen (15) calendar days from the date of this notice (August 6, 2014). Responses must include the following information: (1) complete and current engineering data to demonstrate the acceptability of the offered diesel engines, associated parts and equipment, and shipping/storage containers (i.e., salient physical, functional, and performance characteristics) and (2) data that the offered diesel engines, associated parts and equipment, and shipping/storage containers have been satisfactorily manufactured for the Government. This data must include sufficient information to allow the Government to evaluate the information relative to the above requirements. This notice is not a request for proposals. However, all responses received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract.
