- Drawings - sheets 127 thru 253 Drawings - sheets 1 thru 126 Specification Project 605-11-201 Critical Power Distribution System will allow the separation of the Medical Center's Critical and Life Safety branch circuits from the existing electrical distribution system to meet regulations and patient growth Department of Veterans Affairs Loma Linda Healthcare Facility. Contractor shall completely prepare the building including demolition and removal of existing structures, and furnish labor, materials and perform work for the critical power distribution system and associated infrastructure as required by drawings and specifications. The new critical power distribution system work will include but not be limited to the following: Installation of temporary construction barricades and infectious control protocols; removal of existing structures, appurtenances and equipment and disposal, temporary staging and or storage during construction; all necessary demolition; transfer all emergency (life safety and critical) loads from existing 2500 kw to existing 2000 kw generator system; separate essential loads from non-essential loads; rewire some lighting fixture to be connected to the existing 2000 kw generators, some fixtures shall be provided with battery pack in addition to the connection of the existing 2000 kw generators; replace existing transformer in each existing bays as shown on single line diagram (and also shown on enlarged plans); provide new panel(s) as shown on single line diagram; providing an additional quote mark 42 quote mark circuit panel in each of the 32 service bays for equipment growth; transfer of the existing emergency, critical and life safety loads to the new circuits; patching of drywall and painting as necessary; any necessary Structural and Plumbing work; all related construction documentation; removal of temporary construction barricades and Cleanup and Activation of area. The place of contract performance is VA Healthcare facility, Loma Linda, San Bernardino County, CA. This is a 100% total set-aside for Service Disabled Verteran-Owned Small Businesses. The small business standard is $33,000,000.00 in annual receipts for the past 3 years. The proposed period of performance is 500 calendar days from the date of Notice to Proceed. The estimated cost range of this project is $5,000,000.00 to $10,000,000.00 The proposed contract will be awarded using the Lowest Price Technically Acceptable best value method in accordance with FAR Part 15. The offerors will be required to submit a technical and price proposal in response to the proposed solicitation, in order to be evaluated by the Government for technical capability and price. It is anticipated the resultant contract will be awarded within 120 calendar days from the date of receipt of proposals. All responsible SDVOSB sources may submit a proposal which shall be considered by the agency. All offeror's are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. The solicitation will be available on or about 18 April 2014. The solicitation, amendments and planholder's list will only be available for downloading at the www.fedbizopps.gov website. All interested parties are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. It is the responsibility of the offeror to check www.fedbizopps.gov website frequently for any amendments or changes to the solicitation.
