Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-14-T-0172. This acquisition is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74 effective 01 July 2014. (iv) The associated NAICS code is 333314. The small business size standard is 500 employees (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN0001: Quantity one (1) turn-key C-Mode(C-Mode means X-Y plane scan) Scanning Acoustic Microscope (C-SAM) system and CLIN 0002 Shipping Charges to Aberdeen Proving Ground, MD. (vi) Description of requirements: The system must provide the below mentioned acoustic scanning microscope with the following salient characteristics (also attached) : C.1 Scope Turn-key C-Mode (C-Mode means X-Y plane scan) Scanning Acoustic Microscope (C-SAM) system C.2 Requirements C.2.1 The Contractor shall deliver one (1) turn-key C-SAM system that meets the following minimum specifications/required features: C.2.1.1 Dual frequency capabilities (digital pulser and receiver), variable frequency with a maximum frequency of at least 1 Gigahertz (Ghz). C.2.1.2 Full access scan of two (2) Joint Electron Device Engineering Council (JEDEC) trays or up to 300-millimeter (mm) wafer with a minimum active scan area of over 300 mm by 300 mm. C.2.1.3 Servo repeatability of +/- 0.5 microns. C.2.1.4 Water containment tank size of at least 20 inches by 20 inches. C.2.1.5 Minimum resolution of 17 mega pixels. C.2.1.6 Minimum scan speed of 600 millimeters per second. C.2.1.7 Virtual rescan mode. C.2.1.8 Linear encoder minimum resolution of 0.5 microns or less. C.2.1.9 Minimum gate width of 1 nanosecond and maximum gate width of 10,000 nanoseconds. C.2.1.10 Multi-gate imaging capability with up to 100 gates on a single channel. C.2.1.11 Three-Dimensional digital image reconstruction capabilities for 3-Dimensional viewing and analysis. C.2.1.12 Rotational scanner stage and the required high clearance scan tower, temperature control with programmable in-line heater and built-in water management system with a stainless steel tank, and an integrated air compressor for built-in compressed air supply. C.2.1.13 Frequency domain imaging, acoustic surface measurement, thermal interface measurement, and digital image analysis capabilities. C.2.1.14 Transducers for at least 10-400 Megahertz (Mhz) with approximate central band frequency of 5, 10, 20, 30, 50, 100, 230, 300 and 400 Mhz transducers. C.2.1.15 Capable of operating in pulse echo and through transmission mode. C.2.2 Training and Installation The Contractor shall provide a three (3)-day onsite installation and training. C.2.3 Warranty C.2.3.1 The Contractor shall provide a full warranty on the C-SAM system for one (1) year beginning the first day after post-installation acceptance by the Technical Point of Contact (TPOC). C.2.3.2 The Contractor shall ensure the warranty includes the replacement of all parts at no additional cost to the Government and a response time of 48 hours from the time the Government calls or emails in a request for service to diagnose and propose a plan to repair the C-SAM system. (vii) Delivery is required by 90 days after date of contract. Delivery shall be made to Aberdeen Proving Ground, MD 21005-5001 Acceptance shall be performed at Aberdeen Proving Ground, MD 21005-5001. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance, and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include two (2) relevant records of sales from the previous twenty-four (24) months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
