Description
STATEMENT OF WORK (SOW) FOR THE REPAIR OF TWO OIL SPILL RESPONSE ISOMETRICS VACUUM TRUCKS 1. SCOPE Complete repairs of two 1800 gallon Isometrics vacuum trucks to include removal of tank, abrasive blast, prime and paint frame, tank, accessories, rims and cab as outlined below.. 2. TRUCK IDENTIFICATION 2.1 Manufacture: Isometrics vac system, vehicle VIN 1HTSCABR1SH674697, 1994. 1800 gallon tank. Truck is located at Naval Station Mayport, FL. 2.2 Manufacture: Isometrics vac system, vehicle VIN 1HTJSKN39H098362, 2008. 1800 gallon tank Truck is located at Naval Station Mayport, FL. 3. REQUIREMENTS 3.1 Contractor responsible for transporting vehicles to and from facilities. 3.2 Contractor must have the lift capability to remove tank from truck. 3.3 Contractors facility must be located in North Florida area. 4. PERIOD OF PERFORMANCE 4.1 All work on trucks must be completed by 1 November 2014. 5. WORK TO BE ACCOMPLISHED 5.1 Truck referenced in 2.1, to be picked up by contractor as arranged with government representative. 5.1.2 Remove cab mirrors and brackets, replace brackets and tubing with non-ferrous and replace fasteners with non-ferrous. 5.1.3 Prepare cab surface for painting, prime and paint cab using commercial industrial grade professional urethane paint, white. 5.1.4 Blast, prime and paint front and rear bumper. Striped black and yellow. 5.1.5 Remove top tank access covers, rear access covers, valves and piping from inlet and outlet. 5.1.6 Remove gaskets, blast, prime and paint with Sherwin Williams SeaGuard 5000 Primer and topcoat with Sherwin Williams Acrolon 218 (white). 5.1.7 Replace gaskets on covers, clean all threaded strong back fasteners and lubricate. 5.1.8 Remove storage boxes from sides of truck, remove fenders, remove tank, remove vacuum compressor. 5.1.9 Repair by welding, cropping out and replacing any deteriorated metal on boxes and fenders. Drill drain holes through bottom of boxes. 5.1.10 Open, inspect and clean surge tank and oil muffler, replace gaskets and notify government representative to inspect. 5.1.11 Thoroughly clean/detail interior of cab. 5.1.12 Inspect all lights and repair as required. 5.1.13 Replace wiper blades 5.1.14 Abrasive blast exterior of tank, truck frame, storage boxes, vacuum pump oil collection tank, surge tank, vacuum pump, bed plate, fenders, truck rims, spare tire carrier, fuel tanks, cab steps. 5.1.15 Sweep blast or mechanically clean interior of vac tank, removing rust. Inspect tank for holes, coat inside of tank with oil film. 5.1.16 Replace tank float assembly. Notify government representative. 5.1.17 Known repairs required on truck in 2.1 a. Rear fendering 2ft x 9ft each side is deteriorated b. Mirror brackets deteriorated, replace with aluminum or stainless c. Dent in drivers side of cab d. Front bumper passenger side bent, repair or replace e. Repair fiberglass cracks around light lens both sides, and front fiberglass fenders f. Replace both light lens surrounds g. Replace wiper arms and blades h. Perform complete overhaul on the Fruitland vacuum compressor model number RCF 500, Serial 501621LSS. Provide overhaul readings to the government rep. i. Trouble shoot and repair A/C j. Replace right rear taillight holder k. Replace tank bunk boards with new 2x8 pressure treated wood. 5.1.18 Prime and paint as follows: - Apply 30 mil Rhino Liner coating on lower half of tank, fenders, inside and outside of storage boxes and vacuum pump bedplate. Topcoat with Acrolon 218 (black). - Apply one coat of Sherwin Williams Seaguard 5000 primer to upper half of tank exterior, frame, vacuum pump collection tank, surge tank, spare tire carrier, vacuum pump bed plate, truck rims and bumpers as per manufactures recommendations. Using spray process. -Apply one coat of Sherwin Williams Acrolon 218 (white) to all items above, except fuel tanks and cab steps painted (black). Using spray process. 5.1.19 Reinstall tank (contractor will replace tank foundation bolts if damaged), vacuum compressor (aligning with pulley system), replace (3) three inch NPT reinforced petroleum product hoses on the vacuum system. Replace compound pressure gauge on vacuum compressor with 30/30 liquid filled. 5.1.20 Reinstall storage boxes. 5.1.21 Reinstall fenders. 5.1.22 Replace ladder fasteners with stainless. 5.1.23 Reinstall inlet and outlet tank connections and valves, install caps with lanyard on piping ends. Lubricate all valves and gaskets with silicone grease. 5.1.24 Purchase and install decals for No Smoking Within 50 Feet on sides and back of tank. Decal on vacuum pump operating handle for vac, N, press , Decal on tank level indicator for E, , , , F . Decals on doors of truck identifying US Navy and number. 5.1.25 Inspect and operate truck with government representative. 5.2 Truck referenced in 2.2, to be picked up by contractor as arranged with government representative. 5.2.1 Truck cab and front bumper is in good condition, wash and wax. 5.2.2 Remove top tank access covers, rear access covers, valves and piping from inlet and outlet. 5.2.3 Remove gaskets, blast, prime and paint with Sherwin Williams SeaGuard 5000 Primer and topcoat with Sherwin Williams Acrolon 218 (white). 5.2.4 Replace gaskets on covers, clean all threaded strong back fasteners and lubricate. 5.2.5 Remove storage boxes from sides of truck, remove fenders, remove tank, remove vacuum compressor. 5.2.6 Repair by welding, cropping out and replacing any deteriorated metal on boxes and fenders.
