Description
THIS AMENDMENT IS ISSUED TO ADDRESS THE FOLLOWING QUESTIONS AND ANSWERS IN REFERENCE TO THE ORIGINAL CSS: Question and Answers: Aviation Grade Fuel Bowser with Defuel/Refuel capability Question 1: regarding the salient characteristic, quote mark Carbon steel double wall construction quote mark - States stainless steel tank above, cannot be both, unless you are specifying a stainless steel INNER tank and a carbon steel OUTER tank. Answer 1: Not really, you have 2 walls so you could have two materials. Stainless steel or carbon steel double wall was requested because fuel tanks are susceptible to condensation water build up, that will rust steel tanks. The vendor can tell us how he meets the requirement. Question 2: regarding the characteristic quote mark Mobile (USDOT road worthy) MUST have rollover cage quote mark - rollover cage not legal per DOT406. Answer 2: Appears to be a difference in interpretation and terminology between rollover rail and a cage. Need to meet DOT requirements. We are confident the manufacturer will build a system to meet DOT regulations. Question 3: regarding the characteristic quote mark Aviation grade fuel (100 LL and JP-8) quote mark - Federal law requires a DOT406 tank for any gasoline product. Answer 3: This type of tank is acceptable if the vendor believes that is what is required as long as it meets the minimum salient characteristics. Question 4: regarding the characteristic quote mark 50 foot external hose with reel quote mark - Spring, manual or electric rewind? Answer 4: Spring or manual is fine - do not desire electric Question 5: quote mark regarding the characteristic Standard nozzle with shutoff quote mark - Manual or automatic shutoff? Answer 5: We would like and automatic shutoff and what we mean by auto shut off is very similar to the fuel pump at the gas station - when the nozzle feels the back pressure from the fuel in the tank it will then shut off the fuel flow. All fuel nozzles come this way. I think the vendor is over thinking these requirements. Standard nozzle with inspectable screen to filter out any hose rubber that comes apart with age. The unit should have an emergency manual shutoff valve. Question 6: regarding the characteristic quote mark Storage compartment for ancillary equipment quote mark - Dimensions? Size? What ancillary equipment to be stored? Answer 6: On other systems this has been a location on the trailer where there was available real estate. The ones we have procured in the past had approximately 4 ft by 2 ft by 1.5 ft. Question 7: regarding the characteristic quote mark 50 foot Ground cable with reel quote mark - Single grounding cable? Most U.S. military units have double grounding. Answer 7: Vendor can suggest any type of grounding cable that is in accordance with the requirement as well as DOT regulations. Question 8: regarding the characteristic quote mark Fire extinguisher quote mark - Recommend two for adequate coverage. Answer 8: Two not required - A fire extinguisher is available at the refueling point Question 9: regarding the characteristic quote mark Fuel compatible pump (fire rated) quote mark - Aviation rated? Answer 9: Yes Question 10: regarding the characteristic quote mark HEAVY DUTY diamond plate fenders to with stand abuse Removable Rollover cage so tank can be removed from trailer if needed. quote mark - Generic, non-engineered quote mark rollover cages quote mark are NOT to be used on fuel trailers. They are of insufficient strength to protect the tank, and can puncture the tank in event of an accident. All DOT 406 mobile fuel trailers have ENGINEERED rollover rails, in accordance with Federal regs. Answer 10: Again it appears to be a difference in interpretation and terminology. We need to comply with DOT regulations for the system to be road worthy. Question 11: regarding the characteristic quote mark Prime and finish painted. Gloss Red Trailer and Rollover with Gloss White tank system quote mark We recommend a tougher powder coat prime & top coat finish. Much more durable. Answer 11: Vendor can recommend any coat as long as it meets the minimum salient characteristics.
