- Sources Sought Notice for Headquarters U.S. Marine Corps Combat Camera Strategic Manpower Requirement SOURCES-SOUGHT NOTICE for Headquarters, U.S. Marine Corps Combat Camera Strategic Manpower Support 1.0. This is a sources-sought notice for vendors who have the capability to meet the Marine Corps requirement described below. This notice is for market research purposes only and is not a solicitation for proposals. There is no solicitation at this time. The Government will not reimburse vendors for the time, effort, and materials used in responding to this sources-sought notice. Vendors who believe they have the capability to meet the below requirement are invited to submit a capabilities statement or package to the Contract Specialist, Mr. John Martin, at john.p.martin5@usmc.mil no later than 31 July 2014, 5:00 p.m. Eastern time. The capability sought below is set aside for small business. The applicable North American Industry Classification System (NAICS) code is 541611. The applicable Federal Supply Code (FSC) is R408. 2.0. The Headquarters, U.S. Marine Corps (HQMC) Combat Camera Organization, located at the Pentagon in Washington, DC, has a requirement for Strategic Manpower Support. The period of performance is estimated to be nine months (270 days) with the possibility of two option periods. The description of this requirement is outlined below. 3.0. Background 3.1. Marine Corps Combat Camera (COMCAM) is organized and structured to provide commanders with photographic, video, digital, printed products and archival capabilities which directly support Marine Corps operations, enhancing decision-making processes and situational awareness. Marine Corps COMCAM acquires and exploits still and motion imagery in support of combat, information operations, humanitarian, special force, intelligence, reconnaissance, engineering, legal, public affairs, and other operations involving the Military Services. 4.0 Objectives 4.1 COMCAM is seeking support for development of integrated COMCAM strategic plan designed to ensuring proper manning, training, equipping, maintaining, sustaining, and deploying of COMCAM forces. 5.0. Scope 5.1. The overall objective of this effort is to provide a Combat Camera strategic plan that supports Marine Corps operational requirements, including: strategic planning, resource allocation, risk identification, materiel requirements, Total Life-Cycle Systems Management (TLCSM), Business Process Re-engineering/Improvement (BPR), Continuous Process Improvement (CPI), and associated mitigation strategy development programs. 5.2 Provides a functional area analysis (FAA), which identifies current and future required capabilities and tasks to execute Marine Corps COMCAM operating and enabling concepts, the conditions under which these tasks must be performed, and the performance standards that must be achieved. 6.1.1. Develop an FAA that accurately portrays the mission, function, or concept to be assessed as defined by the customer. 6.1.2. Develop a FAA that employs a set of relevant scenarios and military objectives as defined by the customer. 6.1.3. Develop and document scenarios conditions that cover the breadth of the COMCAM strategies and reflect current Marine Corps priorities as defined by the customer. 6.1.4. Link desired capabilities directly to the military objectives of the scenarios as defined by the customer. 6.1.5. Define a FAA scope which address issues but still allows the functional needs assessment (FNA) to be done in a responsive amount of time as defined by the customer. 6.1.6. Develop and define a task structure that concisely depicts military objectives and doctrinal approaches as defined by the customer. 6.1.7. Develop a task structure flexible enough to accommodate approaches envisioned in applicable concepts or Concept of Operations (CONOPS) as defined by the customer. 6.1.8. Document evaluation criteria associated with the standards broad enough to allow subsequent analysis of the trades between effectiveness, cost, and risk as defined by the customer. 6.1.9. Provide strategic planning and executive support to identify and produce long range, COMCAM goals, actions and agendas in support of the integrated and sustainable resourcing and production of operationally ready COMCAM forces. 6.2. Strategic Plan Development 6.2.1. Provide strategic planning, recommendations, and executive support through the development of a strategic plan that enables long range, Marine Corps-wide goals, actions and agendas in support of the integrated, transparent and sustainable resourcing and production of operationally ready COMCAM capabilities through the Expeditionary Force Development System. 6.2.2. Provide support for identifying COMCAM continuous process improvements such as improving COMCAM manpower, training, maintenance, and supply/logistical processes. 6.2.3. Gather and coordinate training, maintenance, supply, and manning readiness and resourcing requirements from across the enterprise. These requirements will support the development of Fleet readiness standards and assessment metrics. 6.2.4. Provide subject matter expertise and analytical support in the development, coordination and refinement of integrated COMCAM executive manning, training and equipping decision support products. 6.2.5. Provide assistance, analysis and methodology recommendations, and drive cross -MAGTF coordination in developing concepts and supporting constructs to improve resourcing and readiness production and sustainment in support of COMCAM resourcing investment decisions. 6.2.6. Provide analytical support and coordinate inputs for COMCAM of key issues, and further support technical analysis and recommendations for selected COMCAM topics. 6.2.7. Support the development of flag level briefs that are required for Marine Corps and/or Joint senior synchronization meetings and forums. 6.2.8. Provide solutions and scenarios that can be validated through the Marine Corps wargaming and experimentation process as well as other combat development processes. 7.0. Delivery 7.1. Monthly Progress Report. Frequency: At the end of each 30 days after the award of the contract, a progress report discussing the progress made in the previous 30 days in writing chapters. Number of copies: 2. Electronic file posted to the online collaboration site. 7.2. Program Management Plan. Frequency: 15 days after contract award. Number of copies: 2. In person meeting. 7.6. Meeting Notes and Minutes. Frequency: Within 3 days after meeting. Word attachment. 7.7. Analysis of Current State of Processes and Proposed Combat Camera Solutions. Frequency: 120 days after contract award. 7.8. Strategic Plan Collateral FAA Requirements. Frequency: 180 days after contract award. 7.9. Strategic Plan FAA Drafts. Frequency: 210 days after contract award. 7.10. Strategic Plan FAA Briefs. Frequency: 240 days after contract award. 7.11. Strategic Plan FAA Collateral Material. Frequency: 240 days after contract award. 7.12. Final Strategic Plan. Frequency: 270 days after contract award. 8.0. Government-Furnished-Property 8.1. The Government will provide access to reference material, Web site access, and CD ROMs for required research. All provided databases will remain property of the Marine Corps. Any government furnished equipment or materials will be returned to the government at the completion of the contract or as requested. 9.0. Security Considerations 9.1. Personnel shall be eligible for a Secret clearance. Any personnel proposed to work on this effort shall be eligible for necessary clearances to immediately begin performance at the time of order award. See Department of Defense (DOD) Contract Security Classification Specification - DD Form 254 provided with individual task orders for more information. 9.2. Common Access Card (CAC): Employees, fulfilling this contract must obtain a DoD CAC. The CAC is a multi-functional "smart" card. 9.3. Personnel shall wear an identification badge and government supplied badge and/or CAC at all times while on Government property. Appropriate precautions shall be taken to prevent security violations, ensure possible compromises are reported in a timely manner, and promote a high level of security awareness among personnel assigned to the contract. 9.4. Personnel will be trained and certified to DoD requirements in order to perform the duties. 10.0. Travel 10.1. All travel conducted greater than 75 mile radius of contractor facilities will be considered reimbursable as Other Direct Cost (ODC) elements under the price proposal. Travel request shall be submitted in 10 days in advance and require pre-approval of the COR before classified as ODC. 11.0. Special Material Requirements 11.1. Reference Documents. The Government shall provide access to and use of all the latest versions of documents relating to COMCAM programs, as needed per the task requirements. 12.0. Other Unique Requirements and Considerations 12.1.1. Key personnel must have exceptional analytical skills and have in-depth familiarity and experience with materiel management across all phases of the Marine Corps supply and logistics chain to include, HQMC, Operational Forces and bases and stations. Must have 10 or more years of Marine Corps Supply, Maintenance, and Logistics experience processes. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 12.1.2 Key personnel must have excellent analytical skills and have in-depth familiarity, and experience working in Headquarters Marine Corps, MEFs, and bases and stations shaping policies and processes. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 12.1.3. Key personnel must have hands-on experience with the Expeditionary Force Development System three to five (3-5) years of specific experience within the last ten (10) years is targeted. 12.1.4. Key Personnel shall possess advanced communication and briefing skills and the ability to work with flag level officers and senior executives. Three to five (3-5) years of specific experience is targeted. 12.1.5. Key Personnel shall possess advanced knowledge and hands-on experience with continuous process improvement. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 12.1.6. Key personnel must have experience managing enterprise change across the doctrine, organization, training, materiel, leadership and education, personnel and facilities (DOTMLPF) spectrum. Three to five (3-5) years of specific experience is targeted. 12.1.7. Key personnel must also be skilled in communicating complex material in various formats and the use of software programs such as Microsoft PowerPoint, Excel, Word and Publisher. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 12.1.8. Key Personnel shall possess advanced facilitation skills and specific experience leading Working-level Integrated Product Teams, forums, and conferences. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 12.1.9. Key Personnel shall possess a Lean Six Sigma Black Belt (certification preferred) 12.1.10. Key Personnel shall possess a U.S. Citizenship and an active DoD clearance at the Secret Level and may be subject to a Government Security Investigations and must meet eligibility for access to classified information. 12.1.11 Key Personnel shall possess a Master's Degree. 13.0. Technical Qualifications 13.1 Contractor must have the ability to gather various Marine Corps readiness data inputs and develop independent assessments based on the data provided. 13.2. Contractor must also have a background in MAGFT operations, to include conducting Joint and Combined operations. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 13.3. Contractor must also have experience with budgeting and materiel management across all phases of the Marine Corps supply and logistics chain to include, HQMC, Operational Forces and bases and stations. Must have 10 or more years of Marine Corps Supply, Maintenance, and Logistics experience processes. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 13.4. Contractor must have excellent analytical skills and have in-depth familiarity, and experience in the field of Strategic Planning and Assessments. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 13.5. Contractor must have the ability to gather data inputs, develop independent assessments and identify opportunities and courses of action to consider. 13.6. Contractor must also possess advanced communication skills and the ability to work with flag level officers and senior executives. Three to five (3-5) years of specific experience is targeted. 13.7. Contractor must have the ability to gather various Fleet readiness data inputs and develop independent assessments based on the data provided. 13.8. Contractor must also have a background in MAGFT operations, to include conducting Joint and Combined operations. Five to seven (5-7) years of specific experience within the last ten (10) years is targeted. 14.0. Quality Control 14.1. The contractor will be responsible for quality control while performing under this contract and will ensure that the requirements of the contract are adhered to as specified in the Quality Assurance Surveillance Plan. 15.0. Place of Performance 15.1. The work described above shall principally be performed offsite at the contractor facility. 15.2. Work may also require site visits of COMCAM facilities to conduct interviews, analyze business process, provide briefs, and collection data. 16.0. Period of Performance - 270 Days 17.0.
