Description
REQUEST FOR INFORMATION: The United States Census Bureau is conducting market research to identify available sources for street centerline data and address data. Background The Census Bureau updates and maintains street centerline data and address data to support the correct allocation of population and housing for censuses and surveys. Boundaries, streets, addresses, structure points, and selected other features are maintained in the Master Address File/Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) database. The Census Bureau collects geographic and address data from tribal, state, and local governments through a Geographic Support System Initiative (GSS-I) Partnership Program and through other geographic programs, such as the annual? Boundary and Annexation Survey. When the Census Bureau updates the MAF/TIGER database with new or corrected street, address and structure point data, the boundary network must be updated concurrently to preserve geographic relationships. Additional sources of data are required to ensure complete coverage of all street centerlines and addresses for the fifty States, the District of Columbia, Puerto Rico, and the Island Areas. Some government partners are unable to provide street and address data that meets the Census Bureau's requirements. Therefore, the Census Bureau is seeking information from commercial vendors on their street centerline and address data, and their ability to offer current data that can be easily integrated into the MAF/TIGER database. Market Research The Census Bureau is engaging industry to identify potential vendors and their solutions to provide spatially accurate road networks, associated attribute data, and address data to supplement the information already available in the MAF/TIGER database. Market research questions about street centerline data: 1. Describe where you collect street centerline data (coverage in U.S. and territories). 2. How frequently do you collect street centerline data? 3. What are the primary and supplemental sources of your street data: obtained through field data collection, from source data obtained from partners, other sources (in office use of imagery), or a combination? 4. If you obtain street centerline data from partnership programs, describe your partners and the extent of their participation in your program. 5. Describe the process you use to maintain/update your street centerline data. 6. Do you use or rely on the Census Bureau's TIGER/Line data for your processes or updates? 7. Describe your street data model (format). 8. Describe your method for classifying street data. 9. Provide a list of your street attributes with definitions. 10. Do you include parcel data as part of your product? 11. What methods do you use to measure/evaluate the quality of your street data? 12. Do you consider the quality of your street data consistent throughout your entire data set? For instance, is the quality the same in urban and rural areas? 13. Does your street centerline have a documented accuracy value (i.e:, CE95 value)? If so, what is the accuracy of your street centerline data? 14. Describe your data dictionary and metadata. 15. Are there any limitations for sharing your spatial data in the public domain? 16. If so, describe the limitations. Market research questions about address data: 17. What types of structures are included in your data (housing units, businesses, government facilities, etc.)? 18. Describe the geographic coverage of your address data. 19. How frequently do you collect address data? 20. What are the primary and supplemental sources of your address data? 21. If you obtain address data from partnership programs, describe your partners and the extent of their participation in your program. 22. Describe the process you use to maintain and update your address data and whether this process varies depending on characteristics of the data (for example, is the maintenance process the same for residential and business data)? 23. Are any address standards considered in the creation of your address data (i.e. Postal Addressing Standards, United States Thoroughfare, Landmark, and Postal Address Data Standard, NG911 Standards, etc.) 24. What proportion of your address data is verified through the U.S. Postal Service Coding Accuracy Support System (CASS)? 25. Describe how your address data is already integrated, or could be integrated, with geospatial data such as streets and boundaries? 26. Describe how you manage and represent multiple addresses that represent the same structure in your data model and products? 27. Describe your address data model (format). 28. Describe your method for classifying address data. 29. Provide a list of your address data attributes with definitions. 30. What methods do you use to measure/evaluate the quality of your address data? 31. Do you consider the quality of your address data consistent throughout your entire data set? For instance, is the quality the same in areas with city style addresses and in rural areas? 32. Describe your data dictionary and metadata. 33. Are there any limitations for sharing your address data in the public domain? 34. If so, describe the limitations. Additional Information Participation The U.S. Census Bureau is interested in receiving responses to this RFI from commercial vendors that meet the following criteria: 1. Continuously update, maintain and create street centerline products from a nationwide geospatial database used in a commercial capacity. At a minimum, the database must contain linear features and attributes that represent current street features. 2. Possess well-established quality assurance and quality control processes to ensure that the quality of the data in the database is maintained. This includes processes to validate/verify that data going into, contained within, and coming out of the database adhere to established quality standards for both accuracy and completeness. 3. Have demonstrated experience with utilizing geospatial data of varying spatial accuracy to update features within a database via automated or semi-automated processes. This includes updating the spatial location and attribute data for existing features, as well as the addition of new features that did not previously exist. 4. Continuously update, maintain and create nationwide address data that can be accurately integrated with a nationwide street centerline dataset. 5. Have demonstrated experience with assembling and verifying nationwide address data that accurately reflects all living quarters that currently exist as well as their location. Instructions for Submissions In addition to the responses to the questions and capabilities listed in the prior section of this RFI, please provide the following information: • Name and address of the organization; • Point of contact, including name, title, telephone number, and e-mail address Create submissions using Microsoft Word or Adobe PDF formats with font size no smaller than 12‐point pitch. Text shall be presented on 8 ½ x 11‐inch paper with 1‐inch margins. Submitters should limit their responses to no more than 20 pages. Submit responses to this RFI via email to Pamela.a.Miller@census.gov no later than July 29, 2014 by 3:00 pm EST.
