Description
THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO MOTOROLA SOLUTIONS TO PROVIDE A MOTOROLA SYSTEM UPGRADE AGREEMENT(SUA II) FOR THE EXISTING MOTOROLA ASTRO25 LAND MOBILE RADIO SYSTEM AT JBSA LACKLAND. The Air Force Installation Contracting Agency (AFICA) - 338 SCONS, JBSA-Randolph Air Force Base (AFB), Texas 78150-4302, announces the intent to award a firm-fixed price contract on a sole source basis to Motorola Solutions, Inc. under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for a one year base coverage period plus four one-year optional coverage periods. The anticipated award to Motorola Solutions, Inc. is to provide a Motorola System Upgrade Agreement (SUA II) to provide a complete system version upgrade to the existing Motorola ASTRO25 infrastructure at Joint Base San Antonio (JBSA) - Lackland. The SUA is proprietary to Motorola Solutions, Inc. and is a complete package of hardware, software, and implementation services required to update the ASTRO25 system to an eligible system release with an equivalent level of functionality. The SUA will provide up to one system upgrade per annual contract term. Motorola systems are proprietary in nature and require utilization of same brand core components to ensure 100 percent interoperability and functionality of the system. The Motorola ASTRO25 system upgrade is necessary to support radio communications throughout AETC. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer no later than 4:00 PM (Central Standard Time) on 31 Jul 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
