Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. Solicitation AG-8447-S-14-0005 is being issued as a Request for Quotation (RFQ). This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74, effective July 1, 2014. The FAC is available at https://www.acquisition.gov/FAR. All responsible sources may submit an offer which shall be considered. The USDA Aerial Photography Field Office (APFO) is soliciting offers for automated photogrammetric scanner(s). The response to these offers shall be a firm fixed price commercial items contract. Each scanner is to be preassembled as much as shipping constraints permit and shipped F.O.B. Destination Inside Delivery to the APFO in Salt Lake City, Utah. Pricing shall include dismantling, crating, and shipping. Pricing does not require re-assembly of the scanner at the APFO. The scanner(s) will be assembled and installed at the APFO by an authorized manufacturer's engineer and configured to meet APFO's operational requirements. The awardee shall warrant that all required parts and software are included in their shipment. The photogrammetric scanner shall meet the following minimum specifications: XY stage • Geometric resolution 0.5 μm • Geometric precision <1.5 rmse on each axis • Scanning format In excess of 260 x 260 mm • Roll film transport Mounted on XY stage • Maximum spool diameter 194 mm (7.625 inches) • Film length Maximum 152 m (500 feet) • Film width Variable, 70-240 mm • Frame advance speed >0.3 m/second • Rewind speed 5 minutes for 152 m (500 foot) roll Scanning optics and electronics • Light source LED dome light • Stage and cover plates optically flat glass, with anti-reflective coating • CCD array sensor 4000 x 2700 • Sensor pixel size 9 μm • Lens 120 mm, f/5.6, color-corrected • Image pixel size 4.5-22 μm (3.0-4.5 μm with optional lens) • Sample optical resolution 33 lp/mm @ 15 μm, 40 lp/mm @ 12.5 μm, 100 lp/mm @ 5 μm Electrical power • Input power 110/220V AC, 50/60 Hz Scanning software • Calibration XY stage geometric, sensor geometric and radiometric • Interior orientation: Interactive, semi-automated, fully automatic • Scanning formats: plain raster, TIFF, tiled TIFF, JPEG, NITF JPEG Shall be able to create a baseline TIFF. Shall be compatible with VX Viewer MS Windows 7 or higher compatible Inclusion of workstation is not required. Typical scanning times must meet, at a minimum: a. 12.5 μm black and white -1.5 minutes; color - 3.5 minutes b. Film advance and automated interior orientation 30 seconds c. 20 μm black and white - 1.2 minutes; color - 3 minutes FEDERAL ACQUISITION REGULATION CLAUSES The following Federal Acquisition Regulation (FAR) clauses pertain to this project. Vendor questions and answers will be posted on FEDBIZOPS as supplements to this solicitation. It is highly recommended that vendors register to receive notifications to this synopsis/solicitation. The company which accomplishes this contract must have a current System for Award Management (SAM) (www.SAM.gov) record. SAM registration is free and may be completed online at: www.sam.gov. Quotes may be submitted electronically as an email attachment, by fax, or by FedEx/UPS & USPS. Quotes should be prepared on company letterhead, cite company's Tax ID number and DUNS, and a certification of company size and concern type (FAR 52.212-3). Quote shall contain the proposed configuration with manufacturer part numbers and total price for the photogrammetric scanner. Individual parts do not have to be separately priced.
