Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to award on a sole-source basis in accordance with FAR Part 13.106-1(b), Soliciting from a Single Source, with Surface Optics Corporation, 11555 Rancho Bernardo Road, San Diego, CA 92127. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is W911W6-14-T-0003 and is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75. The associated NAICS code is 333314 and the small business size standard is 500. This is not a set-aside requirement. The proposed contract action, a commercial item purchase order in accordance with FAR Part 13, Simplified Acquisition Procedures, is for procurement of one (1) Ultraviolet,16 Band Multispectral Imaging System, item no. SOC716 UV 320 x 256, which can be readily repurposed to acquire radiometric spectral data within the ultraviolet spectral regime and can be adapted for either static or airborne radiometric measurement activities. The multispectral capability of the camera will provide unambiguous detection and quantitative imaging of the scene and/or target ultraviolet intensity distribution required for threat susceptibility analysis. A contract will be issued on a firm-fixed-price basis. The contractor shall provide a complete imaging, data acquisition, and post processing software/hardware system adequate to meet the following requirements: (1) UV Multispectral Imaging Sensor. The multispectral sensor shall be capable of acquiring full frame multispectral image with each focal plane exposure within the broad band of 300 to 500 nanometers. The imagery system shall possess a minimum, effective FPA resolution of 320 by 256 pixels and effective pixel IFOV of 43 micrometers. The system shall possess the minimum ability to provide spectral composition data for at least 16 unique, equally spaced spectral bands within the 300 to 500 nanometer broad bandwidth identified above. Each unique spectral band shall possess a spectral bandwidth of approximately 15 nanometers. Multispectral data shall be generated at a minimum full frame rate of 30Hz. The sensor shall be configured to allow remote Transistor-Transistor Logic triggering of data (this functionality can be provided via software driven trigger interface within the data acquisition software if necessary). (2) Data Acquisition and Data Reduction. The contractor shall provide a complete data acquisition and analysis system configured to interface directly with and control the proposed multispectral imager system. The data acquisition system shall be capable of full control of all imager settings and configuration features. The acquisition system shall be capable of acquisition of single frame and/or full frame imagery data at the minimum frame rate of 30 Hz. The data reduction system shall be capable of flexible radiometric evaluation of full frame data and/or user defined (freeform) regional integration of acquired broad band spectral and unique spectral sub-band data. The contractor's analysis system shall be capable of accommodating user defined calibration factors. The contractor's system shall provide the ability to export both raw and reduced data in conventional, nonproprietary, data formats. The contractor shall provide a data acquisition computer system (i.e. laptop) to the Government with all necessary data acquisition and reduction software required for the end-to-end operation of the supplied multispectral imager. (3) Optical Lenses. The multispectral sensor shall be able to accept several lens assemblies with several optical power options. The contractor shall, however, provide only one (1) optical lens assembly with the delivered system. The intended source, Surface Optics Corporation, is the original equipment manufacturer of this imaging camera and is the only company that can meet the specified requirements. Delivery, Inspection, Acceptance and F.O.B. Point are Destination, Fort Eustis, VA 23604.
