Description
To be used for submission of quotes STATEMENT OF OBJECTIVE Advanced Firearms Simulator Training System 1. (U) Statement of Need: The National Geospatial-Intelligence Agency (NGA) has a requirement for an advanced digital Firearms Simulator to replace its former system. NGA requires a system that has both marksmanship skills training and law enforcement/police scenario based shoot/don't shoot branching decision making scenarios for Police patrol officers, tactical teams, hostage situations and active shooter. The NGA has operating locations in Springfield, Virginia (NGA Campus East/NCE) and St. Louis, Missouri (NGA Campus West/NCW). 2. (U) Type of Contract: This will be a firm fixed price contract with cost reimbursable line items for travel to install the systems. 3. (U) Technical Requirements and Standards: System Requirements. The system shall have: • A large (500+ scenarios) library of realistic digital scenarios for Law Enforcement Officers intended for police patrol and response, and large scale/controlled access facilities. The scenario library shall have additive decision making branching scenarios covering homeland security issues, active shooter response, routine patrol, as well as situational scenarios for tactical response teams and patrol officers. • Multiple marksmanship training scenarios (i.e. bull's-eye, silhouette targets, moving targets, shoot/don't shoot, and rotating targets). • The system shall have a records management capability to record the user's response and hits on target. • The system shall have firearms drop in kits compatible with the current and potential future weapons systems. The NGA currently uses MP-5N SMG's, Remington 12 ga. Shotguns, and Glock 17 Generation 4 Pistols. The drop in kits shall have trigger activated lasers as well as C02 powered recoil simulation action. The system shall have the ability to use flashlights, batons and OC which also interface with the systems scenarios. • The selected system shall fit into current physical space at each of the two locations designated. The smallest space is 22 ft. 9 in. Long X 12 ft. wide X 10 Ft high. • System shall have the ability to read the physical movements of the trainee while working through a problem to include the use of a baton or OC and handcuffing of a suspect. • The selected system shall have little to no Radio Frequency (RF) output beyond twenty feet while in operation. • C02 support shall have hand held rechargers as well as the ability to load commonly manufactured locally procured C02 Cartridges. 4. (U) Additional requirements: The system shall be: • Semi portable (can be moved with minimal effort if necessary) • Able to be mounted in such a way that it allows users freedom of movement without interfering with the projected simulation. • Include a shoot back system of some type such as a ball cannon and/or back feed to a reactive harness/vest/belt pack system which would allow students to be alerted to return fire misses and hits • System must be robust and not subject to hardware or software errors/failures under heavy use • Have on duty technical support available 24/7/365 • Have manufacturer train-the-trainer support (shall not include training on production of scenarios by the user). 5. (U) Special Restriction: The system must be approved by NGA IT Security prior to purchase and use within NGA facilities. 6. (U) Warranty Requirement's: All items (physical and software) shall have a minimum of a one year limited warranty against manufacturer defects. The manufacturer shall have the ability to extend the warranty for up to five years. It is preferred there shall be the ability to obtain repair/maintenance for the hardware through an equipment exchange with the manufacturer. The manufacturer shall be able to provide an expandable training scenario library and provide new/up-dated scenarios on at minimum of twice a year.
