Description
ImPACT J&A The U.S. Army Special Operations Command (USASOC), Fort Bragg, North Carolina intends to negotiate on a sole source basis with ImPACT Applications, Inc. under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, for computerized neurocognitive testing. Period of performance will begin 25 September 2014, with a base and four option years. The purpose of the neurocognitive assessments are to provide tests to those soldiers who are at risk of concussions or head injuries from combat and training. Neurocognitive assessment testing to support medical screening following a concussion is a DoD requirement IAW Department of Defense Instruction (DoDI) 6490.13, dated 4 June 2013. A waiver for the continued use of ImPACT Neurocognitive Assessments was signed 23 August 2013 by the Office of the Assistant Secretary of Defense in support of all U.S Special Operations Command (USSOCOM) Forces. Market research revealed ImPACT Applications Inc., as being the only known source and provider of ImPACT Testing and the only contractor capable of meeting this current requirement. Data provided by ImPACT assessments have been documented and maintained within USASOC for approximately five (5) years and continuing the use of ImPACT Assessments would provide continuity within the Command. This is not a competitive solicitation and quotes are not being requested. However, any responsible contractor capable of meeting the requirement may submit technical and past performance data sufficient to determine capablilty to Brittany.c.black@soc.mil by 31 July 2014 at 1:00 PM EST. Submissions may be considered for future requirements. The determination to compete or not to compete this requirement is solely at the discretion of the Government. The applicable NAICS code for this requirement is 541511. A firm-fixed price commercial purchase order will be awarded NLT 24 September 2014.
