Description
NIDRR Evaluation Technical Support Performance Work Statement The purpose of this Notice is to conduct market research for a re-compete for technical services to support the U.S. Department of Education (Department), Office of Special Education and Rehabilitative Services (OSERS), National Institute on Disability and Rehabilitation Reearch (NIDRR) in its evaluation of its performance in certain specific areas. The contractor shall provide technical support to collect and analyze survey data needed by NIDRR for annual evaluation activities. This includes surveying NIDRR fellows and graduate students as well as conducting other needed surveys or interviews. The period of performance shall be base period of 12 months and four 12 month option periods. The work to be performed is separated into discreet tasks and subtasks. There are eight major tasks. Award of the option periods will be at the sole discretion of the Department Contracting Officer (CO). The contractor shall support seven unique evaluation surveys. Depending on the evaluation schedule, a different program will be featured each year. Different surveys will be conducted depending on which program is featured. The schedule of programs to be featured from 2014 to 2019 is presented in Evaluation Schedule on the previous page. The Evaluation Schedule also indicates which combinations of surveys are to be conducted each year. The sample selection methodologies for each survey will be the census of all qualifying subjects (e.g. all PIs funded by NIDRR for 2008-2011). To the extent possible, grantee and contact information (emails and telephone numbers) will be approved by NIDRR evaluation staff before the contractor conducts each survey. The contractor will verify this information using web searches. The purpose of this market research is to identify potential offerors, clarify OSERS/NIDRR operational requirements, and remove any barriers that might inhibit competition. Interested parties are invited to submit comments to the draft Performance Work Statement (PWS), identify any competition barriers and respond to the Request for Capability Statements. Capability Statements Interested parties should consider submitting a capability statement that is tailored to the specific requirements contained in the attached DRAFT PWS for NIDRR Evaluation technical support. Capability statements are due to be submitted to Colin Alleyne, the Contract Specialist no later than 11:00 a.m. July 28, 2014. Contents for the Capabilitity Statements is provided below. Specific information to be provided in the Capability Statements includes: a. Company name, address, point of contact and contact information b. Business size (large business or small business) and, if small, all applicable socio-economic categories (e.g., SDVOSB, HUBZone small business, WOSB, SDB, etc.) and the NAICS codes for which the company is qualified c. Currently held GSA Federal Supply Schedules that are appropriate for this type of work d. Specific information regarding your company's capabilities to perforrm the specific work identified in the PWS, including providng examples of recent or current contract work with another federal government agency or agencies that requires the same type of administrative and logistics support for conducting evaluations and surveys e. Page Limit - 10 pages (DO NOT INCLUDE RESUMES) Companies may elect to provide brief descriptions of the individuals who are currently directly supporting and/or have recently directly supported this type of work and indicate if they would be available to support this requirement f. Any anticipated teaming arrangement to better meet these requirements, including the name of the other company/ies and their business size, NAICS codes and specific experience currently performing and/or recently performing this type of work. THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY. PLEASE NOTE THAT THE REQUEST FOR RESPONSES WILL ONLY BE USED AS PART OF THE DEPARTMENT'S MARKET RESEARCH AND NOT AS A RESPONSE TO A FORMAL SOLICITATION. IF THE DEPARTMENT DECIDES TO PURSUE A PROCUREMENT FOR THE SERVICES DESCRIBED IN THE PWS, A FORMAL SOLICITATION WILL BE ISSUED AND A FORMAL RESPONSE WILL BE REQUIRED FOR AN INTERESTED PARTY TO BE CONSIDERED FOR AWARD.
