- This is a Sources Sought announcement, a market survey to be used for informational and planning purposes only. The intent of this Sources Sought is to identify potential qualified businesses and information received will not be disclosed outside of the agency. This is not a solicitation for proposals and no contract will be awarded as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No telephone calls will be accepted requesting a bid package or solicitation. Respondents will not be notified of the results of the evaluation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command Far East, Facilities Engineering and Acquisition Division (FEAD), Public Works Department Yokosuka, is seeking sources with current relevant qualifications, experience, personnel, and capability to perform a design and construction of shooting range. Draft description is as follows: Provide a rifle rated completely enclosed 3 lane range that is in compliance with MIL HNDBK 1027/3B and NEHC-TM6290.99-10. It shall have a minimum target distance of 25 yards, a ventilation system providing 75 fpm air flow at firing line, HEPA filters on exhaust, an overhead target system, sound absorption material on all walls and ceiling, and designed to accommodate prone, kneeling, and standing shooting positions. With the exception of the shooting stalls, design all components to handle shot gun, pistol, and rifles up to 5.56mm and 7.62mm NATO rounds including the M855 5.56mm green tip round with steel penetrator in the tip. The North American Industry Classification System (NAICS) Code is 713990, All Other Amusement and Recreation Industries, Shooting Range. The estimated cost for this project is between 70,000,000 and 100,000,000. Interested sources are invited to respond to this Sources Sought announcement by using the form, provided under separate file, entitled Market Survey Questionnaire. All data received in response to this Source Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a Sources Sought announcement, no evaluation letters will be issued to the participants. LOCAL SOURCE RESTRICTION This solicitation is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation
